Reason for Recommended Action/Background

Background
On January 18, 2022, the Yolo County Board of Supervisors held its annual Strategic Planning Session. During this session, staff provided updates on 2021 accomplishments and proposed changes to the County's 2020-2025 Strategic Plan, and the Board held a discussion regarding 2022 Board Priorities. During the session, there were several revisions requested of staff to the various documents, which are indicated below and represented in the documents attached to this staff report.

2021 Accomplishments Report
There were several requests to add information to the 2021 Accomplishments Report. The first was a request to add clarity regarding the Outcome to "Increase the public benefit and operational potential of county assets" to include relevant successes associated with the Yolo County Airport and related facilities. The second request involved including the work completed by the Climate Action Commission during 2021, as the group was formed and has been active over the last several months. These additions are reflected in the revised 2021 Accomplishments Report, which may be found as Attachment A to this staff report.

Proposed Changes to the Strategic Plan Strategies
Staff brought forth four strategies to add to the Infrastructure Outcome under the Safe Communities Goal of the Strategic Plan. The table below indicates the staff recommendation at the planning session as well as newly revised language per Board feedback to include additional clarity and details for several strategies. Out of this discussion, it was determined that the roads and bridges strategy should be split into two strategies to reflect the varied approaches requested by the Board members. This new strategy is also reflected in the table below.

Recommission county-wide Broadband Stakeholder Task Force to enhance collaboration with partner agencies by June 30, 2022. No Change.
Collaborate with Golden State Connect Authority to develop a Yolo County Broadband Strategic Plan that identifies targeted areas for investment by June 30, 2023. No Change.
Use the Broadband Strategic Plan to direct investment leveraging public funds and private/municipal partnerships by December 31, 2025. Direct investments and leverage public funds and private/municipal partnerships through December 31, 2025, identifying early opportunities for implementation and focusing on local partnerships.

In addition to these newly revised strategies, staff took note of several Board requests regarding collaboration, the inclusion of additional individuals for the county-wide Broadband Stakeholder Task Force, and the request for staff to return with additional information regarding both roads and bridges and broadband over the coming year. The revised Strategic Plan document may be found as Attachment B to this staff report and includes a redline first and then a clean version.

2022 Board Priorities
The final segment of the planning session included a board discussion on 2022 Board Priorities. These priorities were discussed, with several new items being added for consideration to the list, including Economic Development, Mental Health-Criminal Justice Continuum, Systemic Racial and Ethnic Disparities, and Child Welfare Services. The revised 2022 Board Priorities document may be found as Attachment C to this staff report.

Next Steps
Staff plan to return to the Board with quarterly updates on the Strategic Plan and will continue to update data, tactical plans, and provide Board updates as tasks are completed and new information arises.
