Approve agreement with UC Davis CAARE Center in the amount of $20,000 for the period of February 1, 2022 through June 30, 2023 for the provision of expert witness testimony services. (No general fund impact) (Sullivan)

Recommended Action

  1. Approve the agreement with UC Davis CAARE Center in the amount of $20,000 for the period of February 1, 2022 through June 30, 2023 for the provision of expert witness testimony services; and
     
  2. Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to: 1) exercise optional year extensions up to $10,000 per fiscal year for fiscal years; 2023-24; 2024-25 and 2025-26 and 2) issue related option year notices. Please see Section 5. of Att. A. Agreement.

Reason for Recommended Action/Background

It is the collective professional opinion of the Yolo County Multidisciplinary Interagency Placement Committee that specific youth require the type of specialized treatment that is available through the UC Davis Child and Adolescent Abuse Resource and Evaluation (CAARE) Center to address trauma and sexualized behaviors. In consulting with the CAARE Center, expert witness testimony services is highly recommended to inform further service delivery. The Yolo County Juvenile Court has also ordered Yolo County Child Welfare Service to obtain expert witness testimony services. The service that is being requested is for expert witness testimony services through a CAARE Center psychologist that will fulfill both needs. Child Welfare Services may be out of compliance with the court order to provide a psychological evaluation and the youth would not receive needed services if the recommended action is not approved by the BOS.

No general funds are required by this action. These services will be funded by CWS Realignment. The total amount of this action is $20,000 for the period of February 1, 2022 through June 30, 2023. The amount of $10,000 is included in the HHSA adopted budget for fiscal year 2021-22.

In no event shall the term of the Agreement extend beyond June 30, 2026 nor shall the total contract maximum exceed the amount of FIFTY THOUSAND DOLLARS ($50,000), unless otherwise agreed to in writing by the parties and in conformity with the then-current Yolo County Procurement Policy approved by the Yolo County Board of Supervisors.
