Recommended Action

  1. Approve Amendment 1 to Agreement No. 16-206 with GHD Inc., to provide additional environmental work resulting from NEPA project review which was not originally contemplated that is necessary to satisfy NEPA requirements, increasing total contract amount by $21,829 and extend the term of the agreement through November 7, 2026 for the County Road (CR) 98 Bike and Safety Improvement Project, Phase II; and
      
  2. Authorize the Interim Director of Public Works to sign the Amendment.

Reason for Recommended Action/Background

Approval of Amendment 1 to the current agreement will provide enough funds to cover the costs of the Air Quality Report (AQR) requirement resulting from National Environmental Policy Act (NEPA) project review in November 2021.  The AQR was not originally contemplated as a necessary requirement to satisfy NEPA approval.  The current contract included an optional task to assist with environmental documents, but the amount allocated was not enough to cover the total costs.  The amendment will add $21,829 to the contract and increases final compensation to $521,329.  
 
The CR 98 Bike and Safety Improvement Project, Phase II (Project) will extend the improvements completed in 2014 between Woodland and County Road 29 southward to the Solano County line.  The Project has received federal transportation funding for preliminary engineering and project development, right of way and construction through the Sacramento Council of Governments (SACOG) in the amounts of $2,364,782, $4,180,00 and $8,725,000, respectively.
 
On December 13, 2016 the Board of Supervisors approved an agreement with GHD, Inc to provide roundabout design services for the Project. Since then, GHD has been working cooperatively with County staff to design the roundabouts at the intersections of CR 98 with CR 31, CR 32, and Hutchison Drive.  

The Department confirms GHD has performed satisfactorily on the current agreement.  The amendment would extend the term end date to November 7, 2026.

The amount budgeted in the FY 2022/23 Road Fund budget for the Project is sufficient to cover the cost of the recommended actions. Federal transportation funds will reimburse the Road Fund at 88.53% for a maximum of $19,325.21. The minimum matching local funds required are $2,503.79.
