Recommended Action

  1. Adopt budget resolution adjusting the department's 2021-22 budget to reflect an increase of $529,920 for the Probation Department's expansion of pretrial services; and
     
  2. Approve amendment to the 2021-22 Authorized Equipment List authorizing the purchase of a hybrid vehicle.

Reason for Recommended Action/Background

At the December 7, 2021 Board of Supervisors meeting, the Board approved a Memorandum of Understanding (MOU) with the Superior Court of California related to the expansion of the Yolo County Pretrial Release Program per California Senate Bill 129 which amended the Budget Act of 2021 to allocate $140,000,000 “to the Judicial Council to fund the implementation and operation of ongoing court programs and practices that promote the safe, efficient, fair and timely pretrial release of individuals booked into jail." The purpose of this funding is to provide courts with information and resources to support: (a) judicial officers in making pretrial release decisions that impose the least restrictive conditions to address public safety and return to court; and (b) implementation of appropriate monitoring practices and provision of services for released individuals.”. 

This MOU, which runs from July 1, 2021 through June 30, 2024, provides $529,920 in annual funding and $969,554 in one-time funding for expansion of Yolo County's Pretrial Release Program. The action requested today establishes the necessary budget for the planned expansion in the current fiscal year. The budget includes funding for four full-time equivalent positions, equipment necessities which include a hybrid vehicle, and other items required for expansion of the program.

Funding for the Pretrial Release Program 2022-23 fiscal year budget will be included with the Probation Department's annual budget request.
