Recommended Action
Approve agreement with the City of West Sacramento in the amount of $108,049 for the period of March 8, 2022 through July 31, 2022 for the provision of Case Management Services as a subrecipient of the Community Development Block Grant Program-Coronavirus, Aid Relief, Economic Security Act (CDBG-CV1) Award, and delegate authority to the Manager of Procurement to sign agreement.

Reason for Recommended Action/Background
On July 21, 2020, the Board of Supervisors adopted Resolution 20-83 approving an application for funding and execution of a grant agreement and any amendments thereto from the 2019-2020 funding year of the state Community Development Block Grant Program-Coronavirus, Aid Relief, Economic Security Act (CDBG-CV1) program (Att. A).
The County applied for and was awarded a formula allocation of $121,755 to provide Public Services related to COVID-19 support, specifically Case Management Services for homeless individuals and/or Project Roomkey/Homekey Recipients through the CDBG-CV1 funds. Staff recommends Board approval of the attached subrecipient agreement with City of West Sacramento (Att. B). At the time the County applied for the grant, the Yolo County Health and Human Services Agency (HHSA) was providing housing and homeless services in response to the COVID-19 pandemic through Project Roomkey at the Rodeway Inn in West Sacramento. The City of West Sacramento subsequently applied for and received a Project Homekey grant that allowed the City to purchase the Rodeway Inn. City of West Sacramento has taken the lead in managing the project site, including case management/wrap-around services related to COVID-19 support for eighty (80) clients housed at the site. City of West Sacramento will be contracting with a social services provider to provide the wrap-around services.

Competitive Bid Process/Vendor Performance
Not applicable. As these agreements are sub-awards to other governmental agencies, they are exempt from the performance of competitive procurement. The County has communicated all regulations and requirements that the subrecipients will need to comply with as part of performance of the grant under the federal CARES Act as well as policies and guidelines established by the California Department of Housing and Community Development for the administration of the CDBG-CV1 program.
