Explanation: This action gives elected officials the same cost of living adjustment (2%) as unrepresented employees. 

Reason for Recommended Action/Background

Historically, the Elected Officials working for the County of Yolo (Assessor/Clerk-Recorder/Registrar of Voters, District Attorney and Sheriff-Coroner-Public Administrator) have not had a set policy regarding annual Cost of Living Adjustments; they have negotiated salary increases with the Board of Supervisors. The County wishes to standardize how Cost of Living Adjustments are administered to County employees, including these 3 Elected Officials. The majority of our workforce is represented, and it is during bargaining that Cost of Living Adjustments are determined and set. Beginning with the pay period that includes July 1, 2022, these three elected officials will receive the same Cost of Living Adjustments as unrepresented employees at the County of Yolo. This year it will be 2%. 

From time to time, staff recommends Board approval of accelerated leave accruals upon hire for highly qualified individuals.  Human Resources recommends approval of accelerated vacation accrual in the amount of 5.24 hours per biweekly pay period (seventeen days per year) for Tyria Valledor, who has accepted the County's job offer for a vacant Child Support Program Manager position, which is in accordance with the current leave schedule for the Management Association bargaining unit. Tyria comes to the County with approximately 15 years of experience with Solano County and has held a variety of positions in Child Support. She has a comprehensive knowledge of the Child Support program and years of demonstrated leadership in both Child Support and the US Air Force.
