Recommended Action
- Approve agreement with the City of Woodland for the Yolo Bypass West Levee Outfall Replacement Project in the amount of $1,054,730 (Attachment A);
- Adopt a budget resolution increasing the FY2022-23 Facility Capital Improvement Project budget by $1,016,730 and the Countywide General budget by $38,000 for replacement of Yolo Bypass West Levee Outfall Replacement Project (Attachment B); and
- Authorize the Chair of the Board to sign agreement.

Reason for Recommended Action/Background
The Yolo Bypass West Levee (YBWL) Outfall Channel is a storm drainage transmission canal that conveys drainage from the entire City of Woodland and portions of the County of Yolo into the Bypass. It is located east of the City, south of the Cache Creek Settling Basin and north of County Road 22 where it drains into the Bypass by way of three 48-inch culverts. This system was constructed in 1971 and the City and County accepted ownership at that time.
Recently the Department of Water Resources sent a letter of violation due to a partially collapsed culvert which resulted in a sinkhole in the Yolo Bypass West Levee and the other two culverts badly corroded. The City responded quickly and has already completed design, environmental clearance and permitting and is anticipating construction in June of this year.
The agreement being recommended for approval is necessary to define cost sharing responsibility between the City and County for the project. City and County staff defined financial responsibility by way of estimating the runoff from land cover types from the County compared to the City. This methodology was vetted by the Committee on Capital Investments and ultimately led to a City/County cost share of 74% to 26% respectively. The City will submit an invoice to the County for the County’s 26% share of the total cost of the project subject to the County’s maximum payment obligation of $1,016,730. The funding for the replacement project is available through bond proceeds remaining from the Monroe Jail Expansion project.
The City will maintain the project's outfall channel and culverts on an ongoing basis and the present value of such ongoing maintenance is $146,000, while the County's proportional share $38,000. This one-time payment will be funded with available General Fund Contingency.
