Approve three contracts for the 2022 Chip Seal, Micro-Surface Triple Seal, and Striping Projects of County Roads 1, 16, 32, 84, 89 and 89B. (No general fund impact) (Echiburú/Christison)

Recommended Action

  1. Approve three contracts for the 2022 Chip Seal, Micro-Surface Triple Seal, and Striping Projects of County Roads 1, 16, 32, 84, 89 and 89B and authorize the Director, Public Works Division to sign the Notice to Contractors for each Project;
     
  2. Authorize the Department of Community Services to advertise for competitive bids for each Project;
     
  3. For each Project, authorize the Director, Public Works Division to execute a construction contract with the lowest responsive bidder, provided the contract amount does not exceed available funds, or to reject all bids; and
     
  4. Authorize the Director, Public Works Division to approve all construction change orders, provided the contract amount does not exceed available funds for each Project.

Reason for Recommended Action/Background

These actions will allow the Department to solicit competitive bids, expedite contract award, and promptly proceed with construction.
 
Background
 
The 2022 Chip Seal, Micro-Surface Triple Seal, and Striping contracts will be used to complement the preparatory maintenance work being completed by the County Road Crew on portions of County Roads 1, 16, 32, 84, 89, and 89B.  These three contracts will provide the finished surface seal treatments and striping on these road sections.
 
The Projects are expected to be completed this construction season. Road closures and traffic control will be used to complete the project work safely and efficiently on the various County Roads.  Access to residences and businesses will be maintained during construction at all times. 

Collaborations (including Board advisory groups and external partner agencies)

County Counsel has approved the agreement as to form. 

Competitive Bid Process/Vendor Performance

The competitive bid process will be completed in accordance with state and federal laws.  Bids will be opened and read publicly at the Department of Community Services.  A contract may only be awarded to the lowest responsive and responsible bidder.

Further explanation as needed:

The engineer’s estimate for construction is $2,400,000. Sufficient funds have been budgeted in the FY22-23 Recommended Budget to complete the construction. Senate Bill 1 (SB 1), the Road Improvement and Accountability Act of 2017, and Highway Users Tax Account (HUTA), will provide the funds for construction.
