Reason for Recommended Action/Background
California Advancing and Innovating Medi-Cal (CalAIM) is a long-term commitment to transform and strengthen Medi-Cal, offering Californians a more equitable, coordinated, and person-centered approach to maximizing their health and life trajectory. It is a statewide initiative that is being rolled out by the Department of Healthcare Services (DHCS) and is the responsibility of Managed Care Plans (MCPs) to implement in their jurisdictions. The three goals of CalAIM are:
- Identify and manage comprehensive needs through whole-person care approaches and social drivers of health.
- Improve quality outcomes, reduce health disparities, and transform the delivery system through value-based initiatives, modernization, and payment reform.
- Make Medi-Cal a more consistent and seamless system for enrollees to navigate by reducing complexity and increasing flexibility.
CalAIM includes ten major initiatives with implementation dates ranging from 2022 to 2027. DHCS is providing guidance to stakeholders as it becomes available. More substantive guidance is available for the initiatives with the earliest implementation dates. These include behavioral health delivery system reform, and two new services for Medi-Cal managed care plan members. More information about CalAIM can be found on the DHCS CalAIM website.
During the past year, HHSA has been preparing for CalAIM implementation, both internally and collaboratively with our partner agencies and Partnership HealthPlan of California. HHSA will provide the Board with a presentation to share an overview of the initiatives with the earliest implementation dates and provide an update on HHSA’s ongoing efforts to prepare for CalAIM implementation in Yolo County.
