RECOMMENDED ACTION

Consider and adopt the LAFCo Annual Work Plan for Fiscal Year 2022/23.

FISCAL IMPACT

The cost for undertaking the FY Annual Work Plan will be incorporated into LAFCo's FY budget.

REASONS FOR RECOMMENDED ACTION

This information is provided to the Commission in order to obtain feedback and direction on work priorities for the upcoming fiscal year (FY). Staff work plan recommendations are included in the draft budget and any changes to implement Commission direction can be factored into the final budget, which will be presented at the May 26, 2022 meeting.

BACKGROUND

The Work Management Plan for the upcoming fiscal year is listed below. Please provide staff with any direction as desired. 

MSR/SOI Updates and Joint Powers Agency (JPA) Service Reviews for FY 2022/23
Staff recommends the agencies listed below are reviewed this next fiscal year (the entire five-year update schedule is attached for review). At the June 2021 meeting, LAFCo directed staff to prioritize the fire protection districts (FPDs) over the county service areas (CSAs), so the CSAs will be completed in FY 22/23. We also have two joint powers authorities (JPAs): the Woodland-Davis Clean Water Agency and the West Sacramento Flood Control Agency that have not gone through a JPA service review with LAFCo yet. The City of West Sacramento is due for a sphere of influence (SOI) Update, although staff is doubtful the City will be seeking one since its 2035 General Plan does not plan land use outside its current boundaries. The Yolo County Resource Conservation District (RCD) has not had an MSR conducted in 7 years and is due, although staff is not overly concerned about this special district because it does not provide essential municipal services and is likely not seeking a change to its SOI either.

Proposal Applications
Applications listed below are anticipated in FY 2022/23:

City of Davis:

  • Davis Innovation and Sustainability Campus (DISC 2022) annexation (NE corner of I-80/Mace Blvd.) if approved by the Davis voters at the June 7th election

City of Woodland:

  • Woodland Research and Technology Park annexation (NE corner of SR 113/CR 25A)
  • Barnard Court annexation (SE corner of I-5/West Street) and other City-owned properties
  • Woodland Commerce Center annexation (in the industrial area)
Yolo County:
  • Reorganization of the Elkhorn, No Man's Land and Springlake FPDs
Agency Accountability
The website transparency scorecard review and reporting process is completed towards the end of each calendar year. Agency scoring occurs in the last quarter of the calendar year (i.e. October - December) and a report will be presented to LAFCo in January 2023. Staff is continuing to reach out and support independent special districts that do not already have a website, promoting resources and scholarships available. State law requires all independent special districts to maintain a website or adopt a resolution stating a hardship each year. The following agencies are included in the scorecard (70 agencies in total):

Other Shared Services/Collaboration Items
Other shared services and/or collaborative activities include:
  • YED-Talks - These events typically occur two times per year and coordination includes working with the planning team (to develop topics, agendas, lining up speakers, etc.) and managing the actual event. Staff will work with the planning committee to determine if these events should resume in-person or remain virtual.
  • Attend 2x2 meetings whenever agenda items are applicable to LAFCo
  • Facilitate broadband coordination as needed 
LAFCo Administration
  • Manage expenses and the FY budget, and prepare the next FY's budget
  • Provide the Commission and the public with quarterly financial reports
