Reason for Recommended Action/Background
The Workforce Innovation and Opportunity Act program was signed into law in 2014 and took effect in 2015 with the purpose of helping jobseekers access employment, education, training, and support services to succeed in the labor market and to match employers with skilled workers they need to compete in the global economy.
On December 15, 2015, the Board of Supervisors took action to establish the Yolo County Workforce Innovation Board and adopted the Yolo County Workforce Innovation Board Bylaws under the Workforce Innovation and Opportunity Act.
On March 21, 2017, the Board of Supervisors took action to approve updates to the Workforce Innovation Board Bylaws.
Today’s action is in alignment with the Workforce Innovation and Opportunity Act and Advisory Board, Commission, Committees, and Council.
Health and Human Services Agency received notice of deficiencies during the program year 2019-2020 WIOA program monitoring review. As a result, staff of the Workforce Innovation Board worked with applicable County departments to revise the Bylaws and ensure compliance with the identified deficiencies, which will resolve the finding issued by the State of California, Employment Development Department, Compliance Monitoring Section. Revisions include the addition of language to allow for the following:

- The use of technology to promote increased Workforce Innovation Board member participation during meetings (Title 20 CFR Chapter V, Part 679, Subpart C, §679.310(g)(5))
- An alternative designee process which may be used when a Workforce Innovation Board member is unable to attend a meeting (Title 20 Code of Federal Regulations (CFR), Chapter V, Part 679, Subpart C, §679.310(g)(4))
