Recommended Action

  1. Approve Common Use Agreement between the California Department of Water Resources (DWR) and the County of Yolo for establishing roles and responsibilities related to construction of the Sacramento Weir Widening Project along Old River Road (Attachment A); and
     
  2. Authorize the Chair of the Board of Supervisors to sign the agreement.

Reason for Recommended Action/Background

The Sacramento Weir Widening Project is a cooperative effort between the US Army Corps of Engineers (USACE), the Central Valley Flood Protection Board (CVFPB), California Department of Water Resources (DWR), and the Sacramento Area Flood Control Agency (SAFCA) which will widen the existing Sacramento Bypass flood control structure.  The project is located along Old River Road (aka County Road 22), just north of the City of West Sacramento city limit.
 
An unacceptably high risk of flooding from levee failure threatens the safety of over 500,000 people, as well as property and critical infrastructure, throughout the greater Sacramento region. There is a high probability that large flood flows in the Sacramento River would stress the network of levees to the point that levees could fail. The consequences of such a levee failure would be severe because the inundated area is highly urbanized, and flooding could be up to 20 feet deep.
 
The Sacramento Weir Widening Project is a component of the overall American River Common Features 2016 (ARCF 2016) Project and includes construction of a 1,500-foot-long extension of the Sacramento Weir to the northwest (along Old River Road), with associated levee, roadway, utility, and fish passage improvements. The purpose of the Sacramento Weir Widening Project is to lower the flood stage in the Sacramento River both upstream and downstream of the weir during high-flow events to support the broader purpose of reducing flood risk to areas associated with the Sacramento River.
 
This Common Use Agreement defines the rights and obligations as to portions of the Sacramento Weir that are to be newly constructed and other existing facilities that are to be relocated as a result of the Sacramento Weir Widening Project. In addition, this Common Use Agreement will help memorialize previous agreements and transactions associated with the historical rights and uses of this particular area of the Lower Elkhorn Basin in Yolo County.
 
The Sacramento Weir Widening Project is expected to go out for public bid in early 2023, with construction expected to last two to three years.

The recommended actions are not believed to have any monetary impact on Yolo County. Old River Road (aka County Road 22; county-maintained) will be realigned and repaired as necessary to complete the Sacramento Weir Widening Project. The US Army Corps of Engineers’ contractor for the Project will be required to compensate the Yolo County Road Fund for County construction inspection staff time, and for construction impacts to county roads used during construction.
