Recommended Action

  1. Accept as complete the work on the Construction of the Extraction Well Pipeline Contract at the Yolo County Central Landfill constructed by C.E.Cox Engineering, Inc.; and
     
  2. Authorize the Director, Division of Integrated Waste Management to sign and record the Notice of Completion and pay the final estimate releasing retention.

Reason for Recommended Action/Background

The County maintains and operates an on-site groundwater extraction system under Waste Discharge Requirement No. R5-2002-0078 issued by the California Regional Water Quality Control Board (CRWQCB) on May 3, 2002. The purpose of the system is to depress the water table sufficiently to provide the required vertical separation between the base of the waste in the Waste Management Units and the groundwater.
 
Unfortunately, this system, which has been in-place since 1993, has not been sufficient to control groundwater levels under several of the older units of the landfill during high rainfall years.  In 2018, the CRWQCB issued a Notice of Violation (NOV) for failure to control groundwater separation under portions of Waste Management Units 1-3 at the landfill.  In response to this NOV, the division completed several studies and has installed eleven additional groundwater extraction wells along the western edge of the landfill.  In the last several years, groundwater separation has been maintained at the landfill, though this has also been aided by the extreme drought conditions.  
 
The conveyance piping installed as part of this project, connects the additional eleven extraction wells to the landfill’s retention pond and/or the groundwater treatment system (should contaminants be detected).
 
The plans and specifications were prepared by Geo-Logic Associates under an agreement approved by the Board on December 15, 2020.  This project is included as part of the Capital Improvement Plan approved by the Board on June 2, 2020.
 
The Board of Supervisors acceptance of the work and authorization for the Director of the Division of Integrated Waste Management to record the Notice of Completion will begin the one-year construction warranty and allow staff to make the final payment to C.E.Cox Engineering, Inc.
