- Approve side letter regarding the FY 2021-22 cost of living adjustment for the Supervisor and Professional Employees' Association bargaining unit.

Reason for Recommended Action/Background
The Supervisor and Professional Employees' Association has brought to the County's attention that Resolution No. 20-97 erroneously granted the Director of Human Resources the authority to amend and supplement the Personnel Rules and Regulations. Staff recommends adopting the attached resolution to rectify this issue. Henceforth only the Board of Supervisors shall have the authority to amend or supplement the Personnel Rules and Regulations.
Staff further recommends approving the attached side letter (Att. B) granting an additional 1% cost of living adjustment retroactive to July 1, 2021 to the Supervisor and Professional Employee's Bargaining Unit to align with the cost of living adjustment received by the General Unit and Management Unit for FY2021-2022. It is anticipated that departments will cover the cost of this adjustment through salary savings from vacant positions.
Staff further recommends approving the attached side letter (Att.
