Approve three-year contract totaling $39,036 to lease the real property at 52915 Netherlands Ave., the location of the Clarksburg Branch Library, from the Friends of the Clarksburg Public Library, Inc. and authorize the Director of General Services to approve a two-year lease extension in 2025 if approved by the Library and the Friends of the Clarksburg Public Library. (No general fund impact) (Fink)

The Friends of the Clarksburg Public Library, Inc. (Clarksburg Friends) own the building on Netherlands Road that currently houses the Clarksburg branch of the Yolo County Library. This partnership has existed since 1964/1965 when the Clarksburg Friends purchased a building to be used as a library in lieu of bookmobile services. It was the understanding of the lessee and the lessor at that time that the County would pay below market rate based on an amount that would cover the lessor's operating costs for the facility, including small amounts for a contingency fund to cover unexpected building maintenance and repair costs.  This understanding has continued since that time, and it has been reflected in all prior agreements as well as the one now being presented to the Board.

Agreement No. 17-206, the existing lease for the Clarksburg Branch Library, expires on June 30, 2022. The new agreement extends the existing tenancy from July 1, 2022 through June 30, 2025 with an additional 24-month extension that may be approved by the Director of General Services. The total cost of the new agreement over the three-year period is $39,036. The lease terms are below market rates and the relationship with the Clarksburg Friends continues to be positive and collaborative.  Without the support of the Clarksburg Friends, the community would have very limited library services.

The location of the Clarksburg Branch Library is a collaboration with the Friends of the Clarksburg Public Library, Inc., and we have informed County Counsel and the Library Advisory Board of our intent to continue leasing the building.
