Recommended Action

A. Approve second amendment to Agreement No. 19-37 with SyTech to increase the amount by $60,000, not to exceed $259,975, for Electronic Suspected Child Abuse Report System Development services and to extend the expiration date to July 31, 2022; and

B. Authorize the District Attorney to sign the amendment to Agreement No. 19-37 on behalf of the Board of Supervisors.

Reason for Recommended Action/Background

In January 2017, the Yolo County District Attorney's Office received a grant from the California Office of Emergency Services (CalOES) to create an Electronic Suspected Child Abuse Reporting System (eSCARS).  When eSCARS is completed, this system will allow Yolo County to have a centralized database to store all of the suspected child abuse information and documentation, giving Law Enforcement, Child Welfare Services, and the DA immediate access to the necessary information to be informed of the status of their case.

To develop this system, we requested proposals and SyTech Solutions was selected on 11/26/18.  On 3/12/19, the Board approved an agreement with SyTech in the amount of $128,375 for the period 3/1/19-1/1/20.

On July 1, 2021, working with our purchasing manager, we amended this agreement, extending the service date to March 1, 2022, and increasing the agreement to $199,975 (an increase of $71,600).

The Yolo County District Attorney is asking for one more amendment to this agreement.  We want to extend the service date to July 31, 2022 and increase the agreement to $259,975 (an increase of $60,000).  We are in the final stages of eSCARS going live.  SyTech has created the eSCARS web application that will be used internally and by our Law Enforcement Agency (LEA) partners.  We are working with County Innovation & Technology Services to automatically pull the CWS SCAR referrals out of the CWS environment and bring those documents into eSCARS.  We must ensure the security around this process so sensitive data is not compromised.  Our office will train staff internally along with LEA partners.  We have experienced some delays due to staff turnover but are dedicated to going live as soon as possible. 

Collaborations (including Board advisory groups and external partner agencies)

The Yolo County District Attorney is collaborating with the Los Angeles Department of Children and Family Services, Child Welfare Services, and all local Law Enforcement Agencies.  Yolo County DA also collaborated with the County of Santa Barbara in the developing of the Electronic Suspected Child Abuse Reporting System (eSCARS)

Competitive Bid Process/Vendor Performance

SyTech was selected as part of a competitive bid process when the initial agreement was signed on 3/12/19.  The vendor has performed satisfactorily to date.

Cal OES awarded the Yolo County District Attorney $250,000 for the Electronic Suspected Child Abuse Reporting system (eSCARS) grant. These grant funds were awarded from January 1, 2021 to July 31, 2022. These funds were budgeted in the DA's FY21/22 budget.
