Recommended Action

  1. Approve agreement with the Center for Land-Based Learning in the amount of $149,845 for the period of September 1, 2022, through August 31, 2024, to increase the pace and scale of carbon farm planning and implementation in Yolo County and to integrate climate and carbon farm planning into the curriculum at the Center for Land-Based Learning's California Farm Academy; and 
     
  2. Delegate authority to the Manager of Procurement to sign the agreement.

Reason for Recommended Action/Background

American Rescue Plan Background
On September 28, 2021, the Board of Supervisors (Board) approved the initial American Rescue Plan (ARP) Expenditure Plan, which included $1,000,000 for projects under Climate Action within the Strategic Plan Implementation category. The Board then subsequently reviewed and provided direction on certain climate action funding at the June 7, 2022, board meeting and expressed support for funding the Center for Land-Based Learning. Staff has worked with the Center for Land-Based Learning to develop the final contract, which is recommended for approval with this staff report. Additional information on the scope of the contract with the Center for Land-Based Learning and performance measures are described below:

Center for Land-Based Learning-Carbon Farming Partnership
Funding this contract with the Center for Land-Based Learning (Center) supports the goals of increasing the pace and scale of carbon farm planning and implementation in Yolo County. The contract also supports integrating climate and carbon farm planning into the Center's California Farm Academy by providing new farmers with tools, training, and technical assistance toward developing and implementing Carbon Farm Plans and other practices to reduce carbon emissions and sequester carbon. The Center will integrate direct feedback from experienced growers, as well as new Black, Indigenous, and People of Color (BIPOC) farmers into the County's new Climate Action and Adaptation Plan process, ensuring the new plan is supported by the agriculture community. The performance measures and outcomes associated with this project include tracking the total number of farmers, the number of new farmers, the number of BIPOC farmers engaged through outreach, the number attending training sessions/field days, and the number interested in pursuing carbon farm planning. More information about this contract, including a statement of work, budget, and performance measures, may be found in Attachment A.

Competitive Bid Process/Vendor Performance

No competitive bid is required. The countywide ARP funds were allocated as part of the Board's FY2021-22 budget hearing on September 28, 2021. The Board provided direction of ARP funds set aside for Climate Action at the June 7, 2022, Board meeting
