Approve agreement with the Mercy Coalition of West Sacramento using American Rescue Plan funds in the amount of $80,210 for the period of December 1, 2022, through November 30, 2023, by having the Recovery Café West Sacramento serve as an additional food avenue to at-risk groups, while also serving as a safe oasis for healing and growth for those recovering from the traumas of substance-use disorders, homelessness, mental health struggles, and abuse. (No general fund impact) (Pinedo/York)

Recommended Action

  1. Approve agreement with the Mercy Coalition of West Sacramento using American Rescue Plan funds in the amount of $80,210 for the period of December 1, 2022, through November 30, 2023, by having the Recovery Café West Sacramento serve as an additional food avenue to at-risk groups, while also serving as a safe oasis for healing and growth for those recovering from the traumas of substance-use disorders, homelessness, mental health struggles, and abuse; and 
     
  2. Delegate authority to the Manager of Procurement to sign the agreement.

Reason for Recommended Action/Background

American Rescue Plan Background 
On September 28, 2021, the Board of Supervisors (Board) approved the initial American Rescue Plan (ARP) Expenditure Plan, which included $3,000,000 for projects under the Food Security priority category. At the October 25, 2022, Board meeting, Staff presented funding recommendations to allocate the remaining $1.3 million in the Food Security category. Board expressed support for funding Mercy Coalition of West Sacramento. Staff has worked with Mercy Coalition of West Sacramento to develop the final contract, which is recommended for approval with this staff report. Additional information on the scope of the contract with Mercy Coalition of West Sacramento and performance measures are described below:

Mercy Coalition of West Sacramento
Funding this contract with Mercy Coalition of West Sacramento will allow the Recovery Cafe West Sacramento to serve as a safe oasis of healing and growth for those recovering from the traumas of substance-use disorders, homelessness, mental health struggles, and abuse. Its principal services center around a community space that is drug and alcohol-free, inclusive, and employs a peer-driven model of accountability and belonging. As a nutritional expansion initiative, the Recovery Cafe West Sacramento is an additional food avenue for at-risk groups. As a food system enhancement in Yolo County, the Cafe not only feeds individuals but draws them into a restorative community and space where holistic, healthy living can be modeled, learned, and embraced. The performance measures and outcomes associated with this project include tracking the number of hot meals served, the number of unique individuals served, the number of individuals who access the Cafe membership and weekly support groups, the number of interactions (attendance) in Recovery Cafes, and tracking the number of individuals who report improvement in physical, mental, emotional, and relational health; as a result of regular cafe membership. More information about this contract, including a statement of work, budget, and performance measures, may be found in Attachment A.

Competitive Bid Process/Vendor Performance

No competitive bid is required. The countywide ARP funds were allocated as part of the Board's FY2021-22 budget hearing on September 28, 2021. The Board provided direction on the remaining Food Security ARP fund allocation at the October 25, 2022, Board meeting.
