Approve second amendment to Agreement No. 22-110 with UC Davis CAARE Center to increase funding in the amount of $5,000 for 2022-23 for a new contract maximum of $15,000 for the period of January 1, 2022, through June 30, 2023, for the provision of bonding and risk assessment services. Recommended Action

  1. Approve second amendment to Agreement No. 22-110 with UC Davis CAARE Center to increase funding in the amount of $5,000 for 2022-23 for a new contract maximum of $15,000 for the period of January 1, 2022 through June 30, 2023 for the provision of bonding and risk assessment services; and
     
  2. Re-Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to: 1) exercise optional year extensions up to $10,000 per fiscal year, for 2023-24, 2024-25 and 2025-26 and 2) issue related option year notices. Please see Section 5B. of Att. A. Second Amendment.

Reason for Recommended Action/Background

On or about May 24, 2022, Health and Human Services Agency (HHSA) entered into an Agreement with UC Davis CAARE Center to provide Bonding Assessment services. Bonding Assessments assess the nature and quality of children’s attachment relationships to his or her birth parents, siblings, or caregiver, including identification of who is the primary attachment figure for a child and the quality of that relationship.  Bonding Assessments explore the children’s capacity for a secure attachment and if a designated parent or caregiver can meet the child’s needs regarding nurture, structure, engagement, and opposition. Bonding Assessments will also explore who is central to children’s emotional life and determine the quality of that relationship. Bonding Assessments can identify if the primary attachment can be transferred to a new caregiver and/or emotional and psychological risks or benefits to the children if the relationship with a caregiver or parent is severed.  Bonding Assessments identify any secondary attachment figures and the quality of the relationships with secondary attachment figures.  Lastly, a bonding assessment may provide mental health treatment recommendations.
 
On or about September 27, 2022, HHSA and UC Davis CAARE Center amended the Agreement to include Risk Assessment Services. Risk Assessments assess the nature and quality of the child’s relationships to his or her birth parents and assess the risk and effect on the child should the parent(s) have contact or visitation with the child. A risk assessment explores the child’s capacity for visitation with their birth parent(s) and whether it is in the child’s best interest. Risk assessments also assess emotional and psychological risks or benefits to the contact or visitation between the child and parent.
 
HHSA request the approval of this Second Amendment, which adds additional funding to cover the costs of the newly added Risk Assessment services.

No general funds are required by this action. These services will be funded by CWS Realignment. The action increases the contract maximum by $5,000 for a total of $15,000 for the period of the January 1, 2022 through June 30, 2023. The amount of $5,000 is included in the HHSA adopted budget for fiscal year 2022-23. The related funding will be included in the requested budget process for future fiscal years.

In no event shall the term of the Agreement extend beyond June 30, 2026 nor shall the total contract maximum exceed the amount of FORTY-FIVE THOUSAND DOLLARS ($45,000), unless otherwise agreed to in writing by the Parties and in conformity with the then-current Yolo County Procurement Policy approved by the Yolo County Board of Supervisors. County shall have the right to withdraw its option letter should the rate adjustments set by Contractor exceed the funds available for this Agreement, provided that County provides written notice to Contractor.
