Approve and authorize the Chair to sign the third amendment to Agreement No. 19MHSOAC083 with California Mental Health Services Oversight and Accountability Commission (MHSOAC) to amend Exhibits; extend the contract end date, and increase funding in the amount of $1,079,602 for a new contract maximum of $5,079,602 for the period of October 1, 2020, through December 31, 2026, for the provision of Mental Health Student Services Act (MHSSA) services. (No general fund impact) (Sullivan)

Recommended Action

  1. Approve and authorize the Chair to sign the third amendment to Agreement No. 19MHSOAC083 with California Mental Health Services Oversight and Accountability Commission (MHSOAC) to amend Exhibits; extend the contract end date, and increase funding in the amount of $1,079,602 for a new contract maximum of $5,079,602 for the period of October 1, 2020, through December 31, 2026, for the provision of Mental Health Student Services Act (MHSSA) services;
     
  2. Authorize the Yolo County Procurement Manager, or designee, to execute any non-financial extensions or amendments of the Agreement upon approval as to form by County Counsel; and
     
  3. Authorize the Director of Health and Human Services Agency, or designee, to execute any fiscal and program forms and reports required under this Agreement, including forms and reports required under any extensions or amendments thereto.

Reason for Recommended Action/Background

MHSSA is a competitive grant program established to fund partnerships between county behavioral health departments and local education entities for the purpose of increasing access to mental health services in locations that are easily accessible to students and their families. The funding is used to provide support services on school campuses, suicide prevention, drop-out prevention, placement assistance, and outreach to high-risk youth, including foster youth, youth who identify as LGBTQ, and youth who have been expelled or suspended from school.
 
The Health and Human Services Agency (HHSA) has used these funds to expand and enhance the continuum of school-based mental health services throughout the county. The project is in partnership with the Yolo County Office of Education (YCOE) and all public school districts throughout the county.  The funds have been used to contract with community-based organizations for culturally/linguistically matched direct service personnel and to fund HHSA program evaluation for data collection and analysis and evidence-based training for all direct care staff and applicable education and HHSA staff.
 
Approval of this amendment will allow these services to continue.

No general funds are required by this action. The total amount of this action is an increase of $1,079,602 in revenue for the term of the agreement from October 1, 2020, through December 31, 2026, for a new contract maximum of $5,079,602. The amount of $1,002,248 was included in the 2022/23 budget. On-going amounts will be included in future budgets.
