Reason for Recommended Action/Background
The California Interagency Council on Homelessness (Cal ICH) opened the application portal for the Homeless Housing, Assistance and Prevention Program Round 4 (HHAP 4) Grant on September 30, 2022. HHAP 4 is a $1 billion block grant program authorized by AB 140 (Health & Safety Code § 50218.7, et seq.), which was signed into law by Governor Gavin Newsom on July 19, 2021.
HHAP 4 funding should be used to continue to build regional coordination and a unified regional response to reduce and end homelessness informed by a best-practices framework focused on moving homeless individuals and families into permanent housing and supporting the efforts of those individuals and families to maintain their permanent housing. In order to successfully reduce homelessness through this funding, Cal ICH also expects applicants to:

In order to successfully reduce homelessness through this funding, Cal ICH also expects applicants to:
- Strategically pair these funds with other local, state, and federal funds to reduce and end homelessness
- Demonstrate a commitment to address racial disproportionality in homeless populations
- Establish a mechanism for people with lived experience of homelessness to have meaningful and purposeful opportunities to inform and shape all levels of planning and implementation
- Fund projects that provide housing and services that are Housing First compliant
Cal ICH strongly encourages applicants to prioritize the use of HHAP funds to assist people experiencing literal homelessness move into safe, stable housing, with a particular focus on rehousing individuals currently living in Project Roomkey (PRK) sites.
As part of the application process, Cal ICH requires applicants submit a local landscape analysis, goals, and strategies to at a regular meeting of the governing body and are required to receive public comment before submitting the application to HCFC.
