Recommended Action
- Accept as complete the construction of the Waste Management Unit 6H Base Liner System at the landfill, constructed by RJ Gordon Construction, Inc.; and
- Authorize the Director of the Division of Integrated Waste Management to sign and record the Notice of Completion for construction of the Waste Management Unit 6H Base Liner System and pay the final estimate and release retention.

Reason for Recommended Action/Background
The next module at the landfill, denoted Waste Management Unit 6H was constructed in two phases. Phase 1 of the project was completed last year with phase 2 being constructed this year. On November 9, 2021 the Board approved the plans and specification for phase 2 of the project, denoted the Waste Management Unit 6H Base Liner System. The project was advertised for competitive bidding and a total of three bids were received on January 13, 2022. The construction contract was awarded to RJ Gordon Construction as the lowest responsive and responsible bidder. Construction began in May and was completed in October. Accepting and recording the Notice of Completion will allow final project close-out.
In accordance with the project specifications, following approval of the Notice of Completion, County staff will issue a proposed final pay estimate to the contractor. The contractor will then have 30 days to approve said pay estimate or provide a written statement of all claims. The overall project, including change orders, was within budget and staff does not anticipate any claims or issues with the proposed final pay estimate and project close-out. The final construction cost for the project, including approved change orders, is $5,553,059.95.

California's regulations require an independent third party to perform construction quality assurance oversight. In this case, Geo-logic Associates (County agreement 20-303) provided this oversight.
Approval of the construction is also required by the California Regional Water Quality Control Board (Water Board) prior to waste being placed in the module. The Water Board approved the construction on October 24, 2022.
