Authorize the Yolo County Procurement Manager, or designee, to sign an agreement with CommuniCare Health Centers in an amount not to exceed $180,091 for the period of November 1, 2022, through December June 30, 2023, for the provisions of Medi-Cal Substance Use Disorder (SUD) Continuum of Care, Outpatient services for Yolo County beneficiaries under the age of 21. Recommended Action
- Authorize the Yolo County Procurement Manager, or designee, to sign an agreement with CommuniCare Health Centers in an amount not to exceed $180,091 for the period of November 1, 2022 through June 30, 2023 for the provisions of Medi-Cal Substance Use Disorder (SUD) Continuum of Care, Outpatient services for Yolo County beneficiaries under the age of 21; and
- Authorize the Yolo County Procurement Manger, or designee, to execute any future amendments, including financial amendments not to exceed an additional $180,091 in total funding.

Reason for Recommended Action/Background
Behavioral Health Information Notice (BHIN)-22-003 requires the Early and Periodic Screening, Diagnostic, and Treatment (EPSDT) requires comprehensive screening, diagnostic, treatment, and preventative health care services for individuals under the age of 21 who are enrolled in full scope Medi-Cal.
Yolo County currently has a Correction Action Plan with the state. The County is required to provide Outpatient Medi-Cal SUD services that meet the needs of adolescent youth as soon as possible.
CommuniCare meets Department of Health Care Services site certified requirements and currently provides an outpatient adolescent youth SUD program where County may refer youth immediately as the need arises.
CommuniCare is willing to provide SUD services for Yolo County youth while the County works to secure an ongoing provider for these critical services via a formal RFP.
HHSA request approval of the Yolo County Procurement Manager to execute the resulting agreement to expedite the agreement to allow services to begin while in process of selecting an ongoing provider for these services.

No general funds are required by this action. These services will be funded by Substance Abuse Block Grant (SABG) and Federal Financial Participation (FFP) funds. The total amount of this action is $180,091 for the period of November 1, 2022 through June 30, 2023. The amount of $180,091 is included in the HHSA adopted budget for fiscal year 2022-23. The related funding will be included in the requested budget process for future fiscal years.
