Reason for Recommended Action/Background
Background
The Yolo County Community Corrections Partnership (CCP) was formed in 2011 as part of the State of California's public safety realignment under Assembly Bill 109. Per AB109, CCPs must provide supervisory and rehabilitative programs to felony offenders who are subject to local supervision. Alongside standard probation and supervision, these programs may include mental health treatment, substance abuse treatment, job training, employment services or other programs intended to reduce recidivism.
To guide implementation of these programs, each local CCP must develop and approve a strategic plan and recommend it to the Board of Supervisors. The plan is "deemed accepted" by the Board of Supervisors under state law unless the Board, by a 4/5 vote, rejects the plan and sends it back to the CCP for further consideration. To replace the 2019-2022 strategic plan, the Yolo County CCP has developed a strategic plan for 2023-2025 (Attachment A) and is seeking Board action.
CCP Programming
The CCP funds a number of programs intended to support individuals in the criminal justice system struggling with addiction, mental health, housing or other issues that result in increased levels of recidivism. Programs operated using CCP funding include, but are not limited to the Day Reporting Center, IGT House, Mental Health and Addiction Intervention Courts, and the Restorative Justice Partnership. The CCP also supports programs that are intended to prevent members of at-risk communities from ending up in the criminal justice system, such as youth sport activities. See Attachment B for a list of CCP-funded programs.
2023-2025 Strategic Plan
Development of the 2023-2025 CCP Strategic Plan was a broad collaborative effort over much of 2022. Besides the normal quarterly meetings of the CCP and five additional special meetings, the CCP held two community engagement sessions to solicit public input. The feedback received from the community along with input from CCP members was used to develop the 2023-2025 Strategic Plan which has a focus on evidence-based, innovative and culturally competent programs and services, and which endeavors to address gaps identified in the Criminal Justice Continuum of Care System Intercept Map (Attachment C). The 2023-2025 CCP Strategic Plan places a strong emphasis on metrics and data. The CCP seeks to ensure that funding is utilized efficiently and effectively, and intends to redouble its efforts in the areas of data and analysis of funded programming. In anticipation of approval of the 2023-2025 Strategic Plan, the CCP has already convened its Outcomes & Metrics Ad Hoc Subcommittee, which is developing measurement and reporting standards for CCP programs. The CCP intends to provide substantive annual reporting moving forward, with the first report in early 2024.

Representatives from the following County departments and partner agencies were involved in the development of the 2023-2025 CCP Strategic Plan: Probation Department, District Attorney's Office, Public Defender's Office, Sheriff's Office, Health & Human Services Agency, Winters Police Department, Yolo County Superior Court and the Yolo County Office of Education.
