Recommended Action
- Receive a presentation on the Yolo Basic Income program; and
- Approve agreement with UC Davis in the amount of $350,000 for the period of July 1, 2022, through June 30, 2025, for the provision of research that will support the evaluation of the pilot program focused on families experiencing homelessness with children under the age of five called Yolo Basic Income (YOBI).

Reason for Recommended Action/Background
The County in collaboration with UC Davis launched a poverty reduction program for families to move them above the California Poverty Measure.
Under the Research Agreement Yolo County will partner with the University research team to seek additional funding for more comprehensive analysis, dissemination of findings, and long-term research goals.
The University will submit Interim and final technical reports to County that will identify scientific developments and describe any problems encountered in pursuit of the research objectives, and address in detail the technical aspects of the research activities covering the entire Period of Performance in pursuit of the objectives.
In the period of 2016-2018, Yolo County had the third highest poverty rate in the state. Staff recommends approval of this agreement as this research may lead to solutions for CalWORKs-dependent families in gaining self-sufficiency while lowering the poverty rate in the County.
There are several factors for why UC Davis is an ideal provider of the research services for this YOBI pilot. Most notably, the university is offering significant in-kind contributions that would reduce the cost of the research component by hundreds of thousands of dollars compared to similar studies, making it highly cost-effective overall.
No performance measures are included in the Agreement.

Competitive Bid Process/Vendor Performance
This Agreement is being procured through a Sole Source which was approved by the Procurement Manager on November 17, 2022. Procurement approved this request based on several factors, including 1) the requirement for an academic based evaluator of the program, 2) the County policy waiving competitive solicitations when contracting for reimbursement-based services with other federal, state, or local governmental entities, 3) the urgent need to enter into a contract to avoid significant delay to the overall YOBI project, and 4) the provision of substantial in-kind contribution of several hundred thousand dollars.

No general funds are required by this action. These services will be funded by CalWORKs HSP. The total amount of this action is $350,000 for the period of July 1, 2022 through June 30, 2025. The amount of $150,000 is included in the HHSA adopted budget for fiscal year 2022-23. The related funding will be included in in the requested budget process for future fiscal years
