Recommended Action
Adopt resolution confirming County Administrator's proclamation of a local state of emergency arising from a series of storm events beginning December 27, 2022; and
Direct staff to return to the Board of Supervisors at least every 60 days until the emergency is terminated with a recommendation regarding the need to continue the local emergency.

Reason for Recommended Action/Background
On January 3, 2023, the County Administrator proclaimed the existence of a local emergency arising from a series of storm events with substantial rain and high winds that impacted Yolo County beginning December 27, 2022, and continuing into January 2023. Local impacts of the storms include flooding, erosion, widespread and sustained power outages, and other damage to public infrastructure such as roads and levees, as well as damage to agricultural crops and commodities and widespread debris within Yolo County. The proposed Board Resolution (Attachment A) describes the basis for ratifying the County Administrator's proclamation, which is attached thereto. Government Code Section 8630 provides for the governing body of a county to ratify a proclamation of emergency if the proclamation occurred when the Board of Supervisors was not in session. Ratification must occur within seven calendar days of the proclamation.
Assuming the Board of Supervisors adopts the attached resolution and confirms the existence of a local emergency, County staff will review and, if appropriate, periodically recommend continuation or termination of the state of local emergency at upcoming Board meetings (and not less than every 60 days, as required by law). County staff will also take other appropriate steps to address local conditions, including coordinating with other local agencies on emergency response actions and the pursuit of funding assistance that may be available under the California Disaster Assistance Act.
