Recommended Action

Approve and authorize the County Administrator to sign a work authorization with Yolo County Resource Conservation District (RCD) for an amount not to exceed $1,007,079 to assist with implementing county conservation projects and plans.

Reason for Recommended Action/Background

On February 24, 2009, the county entered into a Memorandum of Understanding (MOU) with the Yolo County Resource Conservation District (RCD) to assist with implementing county conservation projects and plans due to the Resource Conservation District's unique expertise, capabilities, and equipment. Since the approval of the original MOU, the county has recognized a need for additional services and further collaboration with the RCD due to the increased prevalence of wildland fires in the county, including the County Fire in 2018 that burned over 90,000 acres in Napa and Yolo, the Sand Fire in 2019 that burned over 2,500 acres in Yolo and the LNU Complex Fire in 2020 that burned an area of nearly 400,000 acres in Lake, Napa, Sonoma, Solano, and Yolo.

The original MOU had no cap, which was approved before receiving the additional CFSC and CALFIRE grant dollars.  The grants are budgeted, and the contract increase covers the grant amounts.  The total amount we need to increase the RCD’s contract (PO# 4549) is $1,007,079. This amount will cover the lifetime of the grants. See the lines below.
