Recommended Action
- Approve second amendment to Agreement No. 21-19 with North Valley Behavioral Health to extend the term of the agreement through June 30, 2024; add funding in the amount of $1,024,800, for 2023-24 for a new contract maximum of $3,260,800, for the period of January 26, 2021 through June 30, 2024; and to clarify language in the agreement, for the provision of operations and specialty mental health services at Pine Tree Gardens Board and Care facilities; and
- Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to: 1) exercise optional year extensions up to $1,024,800 for fiscal year 2024-25 and 2) issue related option year notices. (Please see Section 2. of Att. A. Second Amendment)

Reason for Recommended Action/Background
North Valley Behavioral Health (NVBH) provides 24/7 operation of both Pine Tree Garden (PTG) homes which includes the following daily activities: 24/7 staffing, food preparation, medication administration and support of residents’ activities of daily living. Further, NVBH as a housing operator, has been responsible for ensuring both houses are appropriately stocked with food, activity supplies, housekeeping, office supplies, and hygiene supplies.
NVBH’s services aim to restore, maintain, or improve personal independence and functioning consistent with requirements for learning and development. Services are patterned upon evidence-based or best practice-based models of treatment incorporating principles of “recovery” from symptoms of mental illness and are provided in a less restrictive environment, allowing consumers to receive appropriate level of services. Contracting with NVBH allows the County to achieve cost saving by reducing placements in other higher level/higher cost placements.
On or about January 26, 2021 the County entered into a three-year Agreement with North Valley Behavioral Health. The initial term of the agreement was from January 26, 2021 through June 30, 2023 for a total contract maximum of $2,136,000. The agreement also included 2 additional option years for FY2023-24 and FY2024-25 in an amount not to exceed $876,000 per fiscal year for a lifetime maximum of $3,888,000.
On or about February 7, 2023 the Parties amended the agreement to increase funding in the amount of $100,000 for 2022-23, updated the lifetime maximum to $3,988,000 and updated and clarified language in the agreement.
Approval of this amendment will extend the term of the agreement through June 30, 2024, add funding in the amount of $1,024,800 for FY2023-24 for a new contract maximum of $3,260,800, increase the option year amount to $1,024,800 for a new lifetime maximum of $4,285,600; and update and clarify language in the agreement. The increase in funding for FY2023-24 is based on increased payroll costs pertaining to the 5% Cost of Living Adjustment (COLA) increases.
Performance Measures included in this Agreement are as follows:
The Performance Measures were included in the underlying Agreement and are not being revised at this time (See Att. B. Performance Measures).
HHSA confirms North Valley Behavioral Health has performed satisfactorily under this agreement. Ninety-two percent of PTG residents report satisfaction with the services provided and the staff working in one or both homes. Based on this level of satisfaction, HHSA augmented the FY22/23 contract with additional funding to add onsite case management services to support PTG residents not already assigned to an HHSA case manager.

Competitive Bid Process/Vendor Performance
On December 12, 2017, Yolo County Health and Human Services Agency (HHSA) issued a Request for Proposals (RFP) for Adult Residential Treatment Services. The proposal submitted by North Valley Behavioral Health was selected as the top choice by all members of the Review Committee and was evaluated and determined to meet all the required qualifications necessary to successfully provide these services.
HHSA confirms North Valley Behavioral Health has performed satisfactorily under this agreement. Thus, pursuant to the authority provided to the County Procurement Manager as the County Purchasing Agent under the current Yolo County Procurement Policy, the Procurement Manger has determined that it is in the best interest of the County to extend this Agreement, based on satisfactory service and to avoid the interruption of County business.
HHSA confirms North Valley Behavioral Health has performed satisfactorily under this agreement. No general funds are required by this action. These services will be funded by MHSA. The action increases the contract maximum by $1,024,800 for a total of $3,260,800 for the period of January 26, 2021 through June 30, 2024. The amount of $1,024,800 will be included in the HHSA proposed budget fiscal year 2023-24. The related funding will be included in the requested budget process for future fiscal years.

In no event shall the term of the Agreement extend beyond June 30, 2025 nor shall the total contract maximum exceed the amount of FOUR MILLION TWO HUNDRED EIGHTY-FIVE THOUSAND SIX HUNDRED DOLLARS ($4,285,600) unless otherwise agreed to in writing by the parties and in conformity with the then-current Yolo County Procurement Policy approved by the Yolo County Board of Supervisors.
