Recommended Action

Reason for Recommended Action/Background

On or about June 28, 2022 the County entered into a 1-year Agreement with Yolo Community Care Continuum for Fiscal Year 2022-23 with a contract maximum of $100,000, for the provision of permanent supportive housing services.

The two Permanent Supportive Housing (PSH) complexes, Homestead and Pacifico, are receiving onsite, daily social service support and benefit greatly from it. The same model has been in place for many years at the Cesar Chavez Apartments, a 52-unit complex, in Davis and it has been highly successful. YCCC’s Sole Services Coordinator has been splitting their time between the two complexes. The Social Services Coordinator is experienced with substance use disorders, has helped with problems as they arise and has helped steer residents to various services that could vastly improve their quality of life. They have also assisted residents in accessing mainstream resources for which they might be eligible including Cal Fresh, SSI, SSDI, Medi-Cal, IHHS workers, and other services. They have conducted ongoing group support sessions that not only build community but has helped identify and solve problems before they escalate. The Coordinator has also provided individual counseling and crisis intervention for residents as needed. All this reduces the need for crisis intervention by HHSA.

Approval of this amendment will extend the term of the agreement through June 30, 2024, add funding in the amount of $105,000 for FY 2023-24 for a new contract maximum of $205,000; and update and clarify language in the agreement. The increase in funding for FY2023-24 is based on increased payroll costs pertaining to the 5% Cost of Living Adjustment (COLA) increases.

HHSA confirms Yolo Community Care Continuum has performed satisfactorily under this agreement. Although no formal RBA measure reports have yet been due, informal discussions with the contractor and their service provision staff has illuminated positive program activities since program start in December 2022 and successful client interactions and supports.

Competitive Bid Process/Vendor Performance

On May 31, 2022, the then acting Yolo County Procurement Manager or designee approved a sole/single source procurement for these services.

Procurement reviewed HHSA’s request and determined that it was in the best interest of the County to approve single/sole source and was deemed appropriate for these services, based on satisfactory service/reasonable prices and to avoid the interruption of County business. Without sole source approval and the agreement with the vendor, these clients will remain unserved and possibly need higher levels of care during periods of distress or the clients’ loss of their permanent housing placement, resulting is more County costs and an increased unhoused population in the County. Factors considered, included but were not limited to:

1) the County’s cost saving by not having to hire staff; 2) satisfactory vendor performance—the vendor has been a County vendor for over five years providing competitive rates and documented successful performance; 3) competitive pricing/cost savings; and 4) vendor has been providing these services locally in the past while under contract with the County and has the capacity for daily onsite support which is key to long term housing stability and symptom reduction for these serious mental illness (SMI) clients.

No general funds are required by this action. These services will be funded by MHSA. The action increases the contract maximum by $105,000 for a total of $205,000 for the period of July 1, 2022 through June 30, 2024. The amount of $105,000 will be included in the HHSA proposed budget for fiscal year 2023-24.
