Reason for Recommended Action/Background
At the April 4, 2023, Board of Supervisors Meeting, staff was directed to return with a framework of how the County prioritizes road projects.
Given that the County has far more road maintenance responsibilities than there is available funding, a project prioritization framework is needed. Project prioritization is first dependent on the road condition data collected. Every three years, public works staff performs a countywide road condition assessment. After data is collected, staff applies established priorities set by the Board as follows:

After data is collected, staff applies established priorities set by the Board as follows:
- Use of Pavement Management Program to optimize cost/benefit
- Focus on top priority corridors (arterials/collectors)
- Address excessive complaints/safety first
- Use preventative pavement treatments to keep the good roads good
- Use sustainable methods when possible
- Leverage grant funding by keeping a reserve
At the April 4, 2023, meeting, the Board expressed concerns of how equity is being applied to project selection. Staff reviewed existing practices and is integrating equity considerations into the project selection process by identifying historically underserved communities from a road infrastructure standpoint, including prioritizing roads serving economically disadvantaged communities even when such roads do not meet the higher street classifications or traffic volumes that would traditionally be considered.
Staff is committed to working with the Board to ensure transparency in project prioritization. In addition to existing procedures, staff is proposing to present a projects update at a meeting in the Fall, in addition to the Spring annual road network update. This will provide the Board with two meetings to give policy guidance to staff on how projects are prioritized in Yolo County.
