Reason for Recommended Action/Background
California's wildfires continue to grow every year, and there has been heightened attention to fire mitigation projects that enhance the resiliency to future wildfires. Yolo County Office of Emergency Services (OES) in collaboration with the Yolo County Resource Conservation District and the Yolo County Fire Safe Council have been able to expand the county's fire program through education, cooperation, innovation, and action. Last year Yolo County obtained $1.5 million for fire mitigation and preparedness projects through the State budget process. OES staff brought an expenditure plan for the state budget funds for Board approval on February 22, 2022. One of the projects approved was the chipper program. Now underway, the Neighborhood Chipper Pilot Program is a hazardous fuels reduction program that helps landowners manage vegetation after creating defensible space around their homes. Residents are responsible for cutting down vegetation in accordance with CALFIRE Defensible Space Best Practices and stacking their debris piles. Once the piles are ready for chipping, residents submit a request for the chipper crew to come out to chip the piles back onto their property.
Yolo County Flood Control and Water Conservation District (YCFCWCD) has closely coordinated with OES on several other emergency response projects, including drought response. With low water flows, YCFCWCD staff have assisted OES with preparedness and response activities, including the Neighborhood Chipper Pilot Program. With the addition of the chipping services, the aggregate value of all the OES/YCFCWCD contracts exceeds the $200,000 allowable departmental amount and this agreement therefore requires Board approval. OES is requesting approval of this chipper contract to continue the chipping program as we get closer to another fire season.
