Subject

Adopt resolution authorizing the Yolo County Health and Human Services Agency to enter into an agreement with Golden Sierra Job Training Agency to receive Prison to Employment (P2E) 2.0 funding in the amount of $100,017 for the period of April 1, 2023 through November 30, 2025 to provide supportive services to the formerly incarcerated and other justice-involved individuals. (No general fund impact) (Sullivan)

Recommended Action

  1. Adopt resolution authorizing the Yolo County Health and Human Services Agency (HHSA) to enter into an agreement with Golden Sierra Job Training Agency to receive Prison to Employment (P2E) 2.0 funding in the amount of $100,017 for the period of April 1, 2023 through November 30, 2025 to provide supportive services to the formerly incarcerated and other justice-involved individuals;
     
  2. Authorize the Chair to execute the resulting agreement;
     
  3. Authorize the Procurement Manager, or designee, to enter into any financial or non-financial amendments and revisions to the Agreement, upon approval as to form by County Counsel; and
     
  4. Authorize the Director of Health and Human Services Agency, or designee, to execute any fiscal and program forms and reports required under this Agreement, including forms and reports required under any extensions or amendments thereto.

Reason for Recommended Action/Background

Since 2018, the California Workforce Development Board (CWDB) has awarded $37 million in state general funds to support regional planning efforts, fund regional plan implementation, and provided resources for direct and supportive services to the formerly incarcerated and other justice-involved individuals. Prison to Employment (P2E) 2.0 represents the continuation of the Prison to Employment Initiative. P2E 2.0 funds have been awarded to Regional Planning Units (RPUs), including the Capital Region RPU, of which Yolo County is a member.

Yolo County has previously had agreements with Golden Sierra Job Training Agency (GSJTA) from 2019-2022 to receive P2E for two components of the P2E Initiative: Implementation Direct Services (IDS) and Supportive Services and Earn and Learn (SSEL).

HHSA would like to enter into an agreement with GSJTA, the fiscal agent of P2E 2.0 funds, to continue to serve the incarcerated and justice-involved individuals in Yolo County. GSJTA is requiring a Board Resolution showing that the County is authorized to enter into an agreement for these funds.

No general funds are required by this action. The total amount of this action is $100,017 in revenue for the period of April 1, 2023 through November 30, 2025. The amount of $100,017 is included in the HHSA adopted budget for 2022-23.
