Recommended Action

Adopt resolution authorizing the Department of Community Services (DCS) to apply for waste, recycling and organics related grants offered by the California Department of Resources Recycling and Recovery (CalRecycle),

Reason for Recommended Action/Background

Since 1990, DCS staff have applied for and received numerous waste reduction, hazardous waste, tire amnesty and illegal dumping prevention grants to support the programs offered to Yolo County residents and businesses at no charge. As state grant funds are appropriated by the legislature, County staff review grant notices and apply for those funds that will serve to improve or expand our current waste reduction programs.  

On April 3, 2018, the Yolo County Board of Supervisors approved a resolution authorizing DCS to apply for waste and recycling related grants offered by CalRecycle.  That resolution was approved and adopted with a term of five years. On April 3, 2023, the resolution expired and therefore, DCS is seeking a new resolution be approved so that County staff can continue to apply for upcoming waste, recycling, and organics grants.  

In addition, while implementing the short and long term Countywide Integrated Waste Management Plan, which helps us meet waste diversion mandates, and assisting DCS in maintaining compliance with Senate Bill (SB) 1383 objectives, state funding often becomes available to assist in the enhancement of waste reduction programs.   This resolution allows staff to apply for grant funds and manage related agreements, annual reports, expenditure reports and amendments under those grants necessary to provide Yolo County residents with the best available waste disposal options.

There is no fiscal impact at this time. Should the Division of Integrated Waste Management apply for and receive grant funds from CalRecycle those revenues and expenditures will be appropriately budgeted for.
