Subject

Adopt Authorized Position and Salary Resolution to implement changes in the Health & Human Services Agency; and approve an accelerated merit step increase for a Senior Environmental Health Technician in the Department of Community Services and the Assistant County Librarian in the Library. (No general fund impact) (Lara)

Recommended Action

  1. Adopt Authorized Position and Salary Resolution to implement changes in Health & Human Services Agency; and
     
  2. Approve an accelerated merit step increase for a Senior Environmental Health Technician in the Department of Community Services from Step 4 to Step 5 for exceptional qualifications, effective June 18, 2023; and the Assistant County Librarian in the Library, from Step 3 to Step 4 for exceptional qualifications, effective June 18, 2023.

Reason for Recommended Action/Background

See Attachment A for changes to the Authorized Position and Salary Resolution.

Human Resources recommends the Board approve the request from the Department of Community Services to grant an accelerated merit step increase to Step 5 for Cassandra Mendoza, upon promotion to the class of Senior Environmental Health Technician, for exceptional qualifications, effective June 18, 2023. The Board of Supervisors may adjust the salary of an incumbent to any step within the salary range in order to correct inequities, reward outstanding achievement and performance, or for other reasons acceptable to the Board. Ms. Mendoza has been working as an Environmental Health Technician for the past nine years and in a lead capacity for the past three years. She plays a key role in training new staff in all areas of the Environmental Health Technician duties. She is extremely knowledgeable and handles the more difficult and complex assignments in the unit.  Ms. Mendoza's skill set, knowledge and longevity in the position justify starting her at the highest step. This action will result in a 5% increase for the incumbent.

Human Resources recommends the Board approve the request from the Library to grant an accelerated merit step increase to Step 4 for Dana Christy, upon promotion to the class of Assistant County Librarian, for exceptional qualifications, effective June 18, 2023. The Board of Supervisors may adjust the salary of an incumbent to any step within the salary range in order to correct inequities, reward outstanding achievement and performance, or for other reasons acceptable to the Board. Ms. Christy has over 25 years of supervisory experience, thirteen of which have been in public libraries. She is a talented professional with a commitment to diversity, equity, and inclusion in public service and in staff recruitment and development. Ms. Christy was hired by Yolo County Library in 2010 as Circulation Supervisor and has worked to ensure high levels of customer service and has implemented ways to reduce barriers to service in high-need communities. Because of her extraordinary job performance, she has been promoted several times at Yolo County Library. She was appointed to the Interim Assistant County Librarian in September 2022, and has been indispensable in this role This action will result in a 5% increase for the incumbent.
