Approve agreement with Yolo Crisis Nursery, Inc. in the amount of $100,000 for the period of July 1, 2023 through June 30, 2024 for the provision of operating the Crisis Respite Care Services. (No general fund impact) (Sullivan)
Recommended Action
- Approve agreement with Yolo Crisis Nursery, Inc. in the amount of $100,000 for the period of July 1, 2023 through June 30, 2024 for the provision of operating the Crisis Respite Care Services; and
- Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to: 1) exercise optional year extensions up to $100,000 per fiscal year for 2024-25, 2025-26, 2026-27 and 2027-28 and 2) issue related option year notices. Please see Section F of Att. A. Agreement.

Reason for Recommended Action/Background
The Yolo Crisis Nursery (YCN) provides intensive services for families at times when they are facing crisis or hardship and keeps the youngest and most vulnerable children from birth to age five, safe during times of family crisis and has a focus on the overall well-being of the family.
YCN provides a safe environment and supervision for children day or night. Families are also supported to connect with community resources to reduce isolation, lower stress levels and resolve the crisis or hardship. The top five reported reasons for using the crisis nursery intensive services are unexpected loss of childcare, unexpected loss of housing, unexpected medical/mental health crisis, and unexpected loss/change of employment. The root of reported reason can be domestic violence, substance use problems, chronic poor health, eviction and other crisis. The Yolo Crisis Nursery is licensed by Community Care Licensing as a Crisis Nursery and Child Care Center.

Competitive Bid Process/Vendor Performance
On May 16, 2023, the Yolo County Procurement Manager approved a sole source procurement for these services.
Procurement reviewed HHSA’s request and determined that it was in the best interest of the County, based on satisfactory service/reasonable prices and to avoid the interruption of County business. Without sole source approval of the agreement with the vendor, the community would not have access to local respite care services. Factors considered, included but were not limited to:
1) no other vendor provides these services in Yolo County; 2) satisfactory vendor performance-County has been satisfied with the vendor’s performance and client outcomes; 3) pricing is fair and reasonable; and 4) impact the prevention of child abuse and neglect for stressed parents and caregivers.

These services will be funded by County General Fund – Pomona Funds. The total amount of this action is $100,000 for the period of July 1, 2023 through June 30, 2024. The amount of $100,000 is included in the HHSA recommended budget for fiscal year 2023-24. The related funding will be included in the requested budget process for future fiscal years.
