Recommended Action

Approve third amendment to Agreement No. PO 2996 with Bobbie Stewart Consulting to extend the term of the agreement through December 31, 2023; add funding in the amount of $19,125, for a new contract maximum of $180,375, for the period of September 1, 2018 through December 31, 2023, and update and clarify language, for the provision of building & strengthening protective factors.

Reason for Recommended Action/Background

Yolo County is mandated by statute to provide reunification services, such as parent education classes emphasizing behavior modification, for parents whose children have been removed from the home. The County is also mandated to provide preventive services to families whose children are at immediate risk of being removed from the home. Bobbie Stewart Consulting (BSC) has been providing services to parents, legal guardians and caretakers referred by Child Welfare Services that build and strengthen protective factors ensuring child safety, permanency, and well-being. Evidenced based and informed services shall improve parents, legal guardians and caretaker’s protective capacities and skills allowing them to recognize safety concerns that created danger in the home, identify behavioral changes needed to increase safety and wellbeing, and demonstrate an increased awareness of protective factors in order to establish a safe, nurturing, and supportive environment for their children, as well as improved family relationships.
 
On or about November 16, 2018, the County entered into an Agreement with BSC to provide building & strengthening protective factors services. The initial term of the Agreement was for 1 year, September 1, 2018 through June 30, 2019 for a total of $8,250. The Agreement also included 4 optional extensions for Fiscal Year 2019-20; 2020-21; 2021-22 and 2022-23.

On or about April 12, 2019, the County exercised its option to extend the term of the agreement through June 30, 2020 and added funding in the amount of $8,250 for Fiscal Year 2019-20 for a new contract maximum of $16,500.

On or about June 17, 2019, the Parties amended the agreement via the first amendment to update and clarify language in the Agreement.

On or about June 11, 2020, the Parties further amended the agreement via the second amendment to extend the term of the Agreement through June 30, 2021; add funding in the amount of $30,000 for Fiscal Year 2019-20 and add funding in the amount of $38,250 for Fiscal Year 2020-21 for a new contract maximum of $84,750 and update and clarify language in the Agreement.

On or about June 8, 2021, the County exercised its option to extend the term of the agreement through     June 30, 2022 and add funding in the amount of $38,250 for Fiscal Year 2021-22 for a new contract maximum of $123,000.

On or about April 22, 2022, the County exercised its option to extend the term of the agreement through June 30, 2023 and add funding in the amount of $38,250 for Fiscal Year 2022-23 for a new contract maximum of $161,250.

This third amendment extends the term of the Agreement through December 31, 2023; adds funding in the amount of $19,125 for Fiscal Year 2023-24 for a new contract maximum of $180,375, and updates and clarifies language in the Agreement.

HHSA believes it is in the best interest of the County to extend this agreement from the previous contract period based on satisfactory service and to avoid the interruption of County business. A formal procurement for these services is planned for early FY2023-24.

The Procurement Manager and HHSA request approval of this amendment to ensure these vital services can continue until a formal Request for Proposal (RFP) can be released for a new contract start date of January 1, 2024.

HHSA confirms Bobbie Stewart Consulting has performed satisfactorily under this agreement. The service provider accepts all appropriate referrals and provides services to meet the needs of CWS parents.

Competitive Bid Process/Vendor Performance

On April 23, 2018, Yolo County Health and Human Services Agency (HHSA) issued a Request for Proposals (RFP) from qualified community-based organizations to provide Building and Strengthening Protective Factors services. The solicitation was open for 44 days, (just over 6 weeks). On May 3, 2018, HHSA offered potential bidders an opportunity to ask questions during a bidder’s conference. 

The County received 4 proposal(s) from this solicitation. HHSA reviewed the proposal for minimum requirements and 4 proposals were moved forward to the Review Committee, comprised of 3 HHSA staff and 1 community stakeholder staff.

The Review Committee evaluated the proposals and determined that the proposal submitted by Bobbie Stewart Consulting met all the required qualifications necessary to successfully provide these services.  On June 13, 2018, the County issued an Intent to Award letter.

HHSA confirms Bobbie Stewart Consulting has performed satisfactorily under this agreement. Thus, pursuant to the authority provided to the County Procurement Manager as the County Purchasing Agent under the current Yolo County Procurement Policy, the Procurement Manger has determined that it is in the best interest of the County to extend this Agreement, based on satisfactory service and to avoid the interruption of County business. A formal solicitation for these services is planned to be released in early FY 2023-24 for a targeted contract start date of January 1, 2024.
