Recommended Action

Approve third amendment to Agreement No. 19-30 with Wayfinder Family Services to extend the term of the agreement through December 31, 2023, and add funding in the amount of $45,835, for a new contract maximum of $452,945, for the period of January 1, 2019 through December 31, 2023 and to update and clarify language in the Agreement, for the provision of building and strengthening protective factors services.

Reason for Recommended Action/Background

Building and Strengthening Protective Factors services are for relative (kin) and non-relative extended family members (NREFM) to ensure child safety, permanency, and well-being. Building and Strengthening Protective Factors will improve family functioning and resiliency, develop and increase social and concrete supports, expand knowledge of parenting and child development, and increase skills to improve nurturing and attachment. Provide permanency-focused in-home supports to the youth and family during the foster care placement to promote placement stability and timely exit to reunification, guardianship or adoption. Lilliput will provide services within a Protective Factors framework which is trauma-informed, and strengthening families approach to kin navigation and support services.

On or about February 26, 2019, the County entered into an Agreement with Lilliput children’s Services dba Lilliput Families to provide Building and Strengthening Protective Factors. The initial Agreement was for 6 months from January 1, 2019 through June 30, 2019 in the amount of $40,430. The Agreement also included 4 optional extensions for fiscal Years 2019-20, 2020-21, 2021-22 and 2022-23.

On or about April 12, 2019, the County exercised its option to extend the Agreement through June 30, 2020 and added $40,430 for a new contract maximum of $80,860.

On or about May 21, 2019, the Parties amended the Agreement via the First Amendment to add funding in the amount of $51,240 for Fiscal Year 2019-20 for a new contract maximum of $132,100; update lifetime maximum and clarify language in the Agreement.

On or about June 9, 2020, the County exercised its option to extend the Agreement through June 30, 2021 and added $91,670 for a new contract maximum of $223,770.
On or about July 13, 2020, the County, Lilliput Children’s Services and Contractor (Wayfinder Family Services) entered in a consent to assignment agreement upon which all the rights and responsibilities of Lilliput Families under the Agreement were assigned to Contractor.
On or about June 9, 2021, the Parties amended the Agreement via the Second Amendment to revise Exhibit F – Performance Measures.

On or about June 8, 2021, the County exercised its option to extend the Agreement through June 30, 2022 and added $91,670 for a new contract maximum of $315,440.

On or about April 25, 2022, the County exercised its option to extend the Agreement through June 30, 2023 and added $91,670 for a new contract maximum of $407,110.

This third amendment extends the Agreement through December 31, 2023; adds funding in the amount of $45,835 for Fiscal Year 2023-24, and updates and clarifies language in the Agreement.

HHSA believes it is in the best interest of the County to extend this agreement from the previous contract period based on satisfactory service and to avoid the interruption of County business. A formal procurement for these services is planned for early FY2023-24.

The Procurement Manager and HHSA request approval of this amendment to ensure these vital services can continue until a formal Request for Proposal (RFP) can be released for a new contract start date of January 1, 2024.

HHSA confirms Wayfinder Family Services has performed satisfactorily under this agreement. Wayfinder Family Services continues to accept referrals from HHSA and providing services to caregivers as needed and requested.

Competitive Bid Process/Vendor Performance

On April 23, 2018, Yolo County Health and Human Services Agency (HHSA) issued a Request for Proposals (RFP) from qualified community-based organizations to provide Building and Strengthening Protective Factors services. The RFP was open for 44 days (just over 6 weeks), and staff offered potential bidders an opportunity to ask questions during a Mandatory Bidders’ Conference on May 3, 2018.  Bidders were offered the opportunity to submit proposals via the electronic BidSync system or by dropping off a paper proposal directly at HHSA.

HHSA received 4 proposal(s) from this solicitation. A Proposal Review Committee was formed that included 3 HHSA employees from 1 HHSA branches. The proposal submitted by Wayfinder Family Services was selected as the top choice by all members of the Review Committee and was evaluated and determined to meet all the required qualifications necessary to successfully provide these services.

HHSA confirms Wayfinder Family Services has performed satisfactorily under this agreement. Thus, pursuant to the authority provided to the County Procurement Manager as the County Purchasing Agent under the current Yolo County Procurement Policy, the Procurement Manger has determined that it is in the best interest of the County to extend this Agreement, based on satisfactory service and to avoid the interruption of County business.  A formal solicitation for these services is planned to be released early FY 2023-24 for a targeted contract start date of January 1, 2024.

The action increases the contract maximum by $45,835 for a total of $452,945 for the period of January 1, 2019 through December 31, 2023.
