Recommended Action
- Approve two agreements with Yolo Crisis Nursery to support construction of a new facility, including an agreement to pass through the 22-2023 state budget appropriation per AB 179 ($1,000,000) (Att. A) and an agreement to provide County cannabis tax revenue ($200,000) (Att. B), subject to minor clarifying and conforming edits approved by the County Counsel; and
- Adopt a budget resolution appropriating AB179 funds.

Reason for Recommended Action/Background
Yolo County received several FY22-23 state budget appropriations through the State Budget Act (AB 179), including $1,000,000 from the Department of Health Care Services to benefit the Yolo Crisis Nursery's efforts to develop a new facility to enable it to expand its services. Additionally, the County previously allocated $200,000 in cannabis tax revenue funding for new facility development in the Fiscal Year 2020-21 Adopted Budget (Att. E). The Office of the County Counsel has developed agreements to implement these funding grants, included as Attachments A and B hereto. The agreements are substantially similar, with minor differences arising from the source of funding covered by each agreement. To streamline each agreement and ease administration and oversight, both agreements incorporate provisions of an existing County/Crisis Nursery agreement that involved a $1,100,000 subaward of American Rescue Plan Act (ARP) funding (included as Att. C for ease of reference). Altogether, two agreements covered by this item and the previously executed ARP subaward agreement provide $2.3 million to support the new facility project.
