Reason for Recommended Action/Background
The Canvasback well in the Wild Wings County Service Area (CSA) is currently on "Emergency Standby" status due to exceeding the State arsenic standards. In October 2019, the CSA issued a request for proposals (RFP) for an arsenic treatment project to reduce arsenic levels in both Wild Wings wells (Canvasback and Pintail wells). On December 17, 2019, the County entered into an agreement with Luhdorff & Scalmanini, Consulting Engineers (LSCE) to oversee the arsenic treatment system project for the Wild Wings CSA wells (Attachment A). This project was anticipated to be completed in December 2021. LSCE completed analysis on water demands and conceptual treatment options. An amendment was entered to conduct pilot testing of the conceptual treatment options for additional information on the options available. In June 2021, the Canvasback well had to be taken completely offline due to diminished water levels. The project was put on hold as a result of the diminished water levels. In May 2022, the Board of Supervisors approved an amendment to extend the term of the LSCE agreement an additional year through June 30, 2023. Since this last extension, the plans and specification of construction have been drafted, and staff plans to take the design out to bid in 2023. Additional engineering is required to ensure the construction bidder builds the arsenic facility according to plan.
The current contract term is set to expire on June 30, 2023. The proposed third amendment to Agreement No. 19-253 (Attachment B) will extend the term of the Agreement with LSCE for one additional year, through June 30, 2024 to allow sufficient time to oversee project construction.
