Reason for Recommended Action/Background
The Yolo County Planning Commission consists of seven community members appointed by the Board of Supervisors. Each Supervisor appoints one Commissioner, subject to Board concurrence, and two 'At-Large' Commissioners may be nominated by any Supervisor and are appointed by majority vote. On January 29, 2019, the Board of Supervisors confirmed the selection process for appointing At-Large Planning Commissioner vacancies consistent with the approach taken in January 2017, in which the Board Chair and Vice-Chair review applications and interview selected candidates, followed by a recommendation to the full Board (Attachment A).
One of the two At-Large positions on the Commission has recently been vacated when Marcia Gibbs' term expired in January of this year and the County has taken steps to recruit and fill the vacancy by advertising for the position in February, with a deadline for receiving applications no later than February 25th. One application was received February 20th, and, in an attempt to solicit additional candidates, the application submittal date was extended to April 30th, when a second application was received April 11th. Both applications were submitted in a timely manner. Staff has been asked to return to the Board to evaluate the procedure and offer any new strategies or provide guidance on the selection process.
Although the process for selecting At-Large Planning Commissioner vacancies has varied over time, staff believe the approach most recently taken in 2019 is consistent with Planning Commission membership requirements set forth in the County Code (Section 2-2.1602), which is included for reference as Attachment B.
It has been staff's longstanding recommendation that the At-Large Planning Commissioner positions be carefully considered with respect to residency and/or business conducted within the unincorporated and rural areas of the County to ensure the unincorporated community is well represented. Additionally, the At-Large positions serve to diversify representation from various sectors of the unincorporated area, which augment the public trust and enhance the Commission's decision-making platform.
Consistent with steps taken in 2019 to fill the last At-Large vacancy, staff recommends the Board appoint the Chair and Vice-Chair to an Ad Hoc Subcommittee to review the two application submittals and conduct candidate interviews, then return to the full Board with a recommendation. The recommendation may be for appointment of a single candidate from the two application submittals or, instead, to propose further review, including interviews, of additional candidates. At the time of recommendation, any Supervisor may also nominate a new candidate for consideration, which may result in additional rounds of interviews to ensure the Board has sufficient information to make a decision.
