Approve agreement with Yolo Food Bank in the amount of $85,000 for the period of July 1, 2023 through June 30, 2024 for the provision of food distribution through the Eat Well Yolo Program.

Reason for Recommended Action/Background
The Yolo Food Bank is a local community-based organization that works to increase food and nutrition security in Yolo County. The Eat Well Yolo program operated by Yolo Food Bank procures and distributes fresh produce to residents of Yolo County weekly or bi-weekly at locations throughout Yolo County, working with a range of community partners to coordinate the on-site distribution.

Competitive Bid Process/Vendor Performance
On June 27, 2023, the Yolo County Procurement Manager or designee approved a sole/single source procurement for these services.
Procurement reviewed HHSA’s request and determined that it was in the best interest of the County to approve the sole source. Without sole source approval of the agreement with the vendor, the County would not be able to provide comparable services to the residents of Yolo County. Factors considered, included but were not limited to:
1) HHSA does not have the physical resources nor the distribution network to run this program; 2) Yolo Food Bank is uniquely positioned and is able to procure, store and distribute fresh produce through their network of grocers, retailers, farmers and distributors countywide; 3) same competitive pricing as previous years, no cost increase; and 4) Yolo Food Bank will be severely restricted in their ability to continue to provide these services and residents who rely on fresh produce from them will experience increased food insecurity and malnutrition.

These services will be funded by General Funds. The total amount of this action is $85,000 for the period of July 1, 2023 through June 30, 2024. The amount of $85,000 is included in the HHSA recommended budget for fiscal year 2023-24. The related funding will be included in the requested budget process for future fiscal years.

In no event shall the term of the Agreement extend beyond June 30, 2028, nor shall the total contract maximum exceed the amount of FOUR HUNDRED TWENTY-FIVE THOUSAND DOLLARS ($425,000), unless otherwise agreed to in writing by the Parties and in conformity with the then-current Yolo County Procurement Policy approved by the Yolo County Board of Supervisors.
