Adopt Authorized Position and Salary Resolution to implement changes in the Department of Financial Services, Health and Human Services Agency, and the Sheriff's Office; appoint current Assistant Chief Financial Officer to Chief Financial Officer, effective October 8, 2023; and approve an accelerated merit step increase for the Chief Financial Officer in the Department of Financial Services. Recommended Action
- Adopt Authorized Position and Salary Resolution to implement changes in the Department of Financial Services, Health and Human Services Agency, and the Sheriff's Office;
- Appoint current Assistant Chief Financial Officer, Tom Haynes, to Chief Financial Officer, effective October 10, 2023; and
- Approve an accelerated merit step increase for the Chief Financial Officer in the Department of Financial Services from Step 1 to Step 4 for exceptional qualifications.

The class specification and compensation for the Behavioral Health Compliance Officer are being updated to be commensurate with the job scope, responsibilities, and necessary level of authority. See Attachment B for Behavioral Health Compliance Officer Class Specification.
Human Resources recommends the Board approve the request from the Department of Financial Services to grant an accelerated merit step increase to step 4 for Tom Haynes upon appointment to step 1 of Chief Financial Officer for exceptional qualifications. The Board of Supervisors may adjust the salary of an incumbent to any step within the salary range in order to correct inequities, reward outstanding achievement and performance, or for other reasons acceptable to the Board. Tom has been with the Department of Financial Services for over eight (8) years and has a demonstrated track record of successful performance as Assistant Chief Financial Officer. Most recently, Tom has been in an acting capacity while a robust recruitment for Chief Financial Officer was conducted. The Board ultimately made the decision to appoint Tom to the Chief Financial Officer position, which resulted in the vacancy of his prior position. Staff conducted a salary study for both positions, and the end result is an increase to both salary schedules, Deputy Chief Financial Officer and Chief Financial Officer. In order to recognize Tom’s performance, align his salary with that of the next level down in his department, and maintain internal equity, staff is recommending Tom receive an accelerated merit increase and that his new salary as Chief Financial Officer is set at Step 4 of the new range. This action will result in an additional 15% increase for the incumbent.
