Adopt resolution granting the District Attorney and/or Chief Deputy District Attorney authority to accept, on behalf of Yolo County, $2,145,000 from the Edward Byrne Memorial Justice Assistance Grant funds awarded by the California Board of State and Community Corrections as funds will be used to enhance and expand the DA's Restorative Justice Partnership program. Recommended Action
- Adopt resolution granting the District Attorney and/or Chief Deputy District Attorney authority to accept, on behalf of Yolo County, $2,145,000 from the Edward Byrne Memorial Justice Assistance Grant funds awarded by the California Board of State and Community Corrections as funds will be used to enhance and expand the DA's Restorative Justice Partnership program. Board of State and Community Corrections has made funding available for the period of June 1, 2023 to December 31, 2026; and
- Authorize the District Attorney and/or Chief Deputy District Attorney to execute the grant award agreement including any and all amendments and extensions.

Reason for Recommended Action/Background
The Yolo County District Attorney's Office has been awarded the Edward Byrne Memorial Justice Assistance Grant since 2015. Each award has been for a 3-year grant period. These funds are used to fund the activities of the Restorative Justice Partnership (aka Neighborhood Court)
With the 2015 award, we used these funds to expand Restorative Justice Partnership (RJP) into the cities of Woodland and West Sacramento as well as create a separate program to address homelessness.
With the 2019 award, we used these funds to expand the eligibility criteria to allow more individuals involved in the criminal justice process to access the services of RJP. These services were provided by the Day Reporting Center and Health and Human Services to increase the self-sufficiency of participants while reducing recidivism. One significant goal with this grant award was to divert 10% of felony filings into RJP.
With the 2023 award, we will maintain the expanded program scope while increasing capacity to serve criminal justice-involved individuals with mental health and/or substance use issues through the addition of a Behavioral Health Case Manager and Social Services Assistant. These new positions with enable us to provide case management and facilitate connections to in-county and out of county service providers for more people while increasing likelihood of program success.
This grant award will be funding three positions in the District Attorney's Office and three positions in Health and Human Services. With the majority of funding going towards salaries and benefits, this grant will also fund the evaluation of the program, a financial audit, and other operating expenditures.
