Authorize the Director of General Services to enter into a contract with the California Department of Parks and Recreation to fund $5 million of specified projects to include Knight's Landing Park, Vic Fazio Wildlife Area, Crisis Nursery Expansion, and Underserved Farmer's Cooperative; and adopt a budget resolution to approve acceptance of grant award funds from the State of California Department of Parks and Recreation and increase the fiscal year 2023-2024 budget for Parks by $5,000,000. Reason for Recommended Action/Background
Yolo County received a Fiscal Year 2022-2023 state budget appropriations through the State Budget Act (AB 179 of 2023) for several community projects to be administered by the California Department of Parks and Recreation. Resolution 23-93 was approved by the Board, on June 6, 2023, authorizing the County to accept the appropriation and move forward with the contracting process to receive these funds. Staff recommends the Board approve the attached contract with the California Department of State Parks and budget resolution as receipt of these funds and will increase the Fiscal Year 2023-2024 budget for General Services/ Parks Division by $5 million.
Staff, in consultation with the County's legislative delegation, recommends the $5 million appropriation be allocated as described below. This recommendation acknowledges that the Yolo Crisis Nursery received a separate $1 million appropriation and divides those funds evenly between the Knights Landing Community Park and Underserved Farmer's Cooperative land acquisition project (a nominal amount is still allocated to the Yolo Crisis Nursery to satisfy the plain language of the statute).
