Recommended Action

  1. Approve Amendment 1 to Agreement No. 20-197 with the California Department of Water Resources for reimbursement of inspection costs and repair of road damage related to the Lower Elkhorn Basin Levee Setback Project; and
     
  2. Authorize the Chair of the Board of Supervisors to sign the amendment.

Reason for Recommended Action/Background

The Lower Elkhorn Basin Levee Setback (LEBLS) Project is the first phase of implementation of recommendations from the 2012 Central Valley Flood Protection Plan (CVFPP) and associated studies carried out by the Department of Water Resources (DWR). The project will reduce river levels in the Sacramento River, increasing the capacity of the Yolo and Sacramento Bypasses near the urban communities of Sacramento and West Sacramento, as well as rural communities, Woodland, and Clarksburg.

The project consists of approximately 7 miles of setback levees in the Lower Elkhorn Basin along the east side of the Yolo Bypass, and the north side of the Sacramento Bypass. To construct the levee setbacks, portions of County Road 124 and County Road 126 will be relocated to accommodate for the bypass widening which will require County inspection for the reconstruction and traffic control. Additionally, heavy construction traffic from the project will need to use local roads to haul material and equipment which will damage pavements and impair road life.

County staff worked with DWR to identify these two issues and developed Agreement No. 20-197 that makes the County whole by providing reimbursement for staff time spent inspecting the project and establishes that DWR will repair the roads impacted by the project to as good or better condition.

Amendment 1 (Attachment A) will memorialize a change to the agreement that was mutually agreed to by both parties during the course of construction earlier this year.
