Reason for Recommended Action/Background
Given that the County has far more road maintenance responsibilities than there is available funding, a project prioritization framework is needed. Project prioritization is first dependent on the road condition data collected. Every three years, public works staff performs a countywide road condition assessment. After data is collected, staff applies established priorities set by the Board of Supervisors as follows:
- Use of Pavement Management Program to optimize cost/benefit
- Focus on top priority corridors (arterials/collectors)
- Address excessive complaints/safety first
- Use preventative pavement treatments to keep the good roads good
- Use sustainable methods when possible
- Leverage grant funding by keeping a reserve
Staff is committed to integrating equity into the project selection process every step of the way.
Staff has worked to include in the upcoming 2024 maintenance suite of roads the in-town areas of Clarksburg, and the roads in Esparto west of State Route 16. Staff has also looked ahead to future years and is trying to advance the treatment of the listed Yolo County neighborhoods/towns sooner than was previously scheduled. See the “Residential Projects Sequencing” table included in Attachment A.
Background
At the March 22, 2022, Board of Supervisors Meeting, the Board received the annual road condition update that included the first version of the table showing the schedule of staff’s intention for regularly maintaining neighborhood roads.
In the Board of Supervisors Meeting on April 4, 2023, the Board received the annual road condition update with an updated version of that table. At that meeting, the Board directed staff to return to the Board to discuss the policy framework for the prioritization of county road maintenance projects.
At the June 6, 2023, Board of Supervisors Meeting, the Board received a presentation on road projects prioritization. Staff committed to return and present at a meeting in the Fall 2023 to update the Board on residential road projects sequencing, which is the topic of this presentation.
