Reason for Recommended Action/Background
In May 2022, the Sheriff's Office initiated an RFP process to select a vendor for the provision of inmate communication services. The Office received four responses to the RFP, and Inmate Calling Solutions (ICS) was selected as the preferred vendor. ICS's proposal included the installation, operation, and maintenance of three key inmate communication systems: Inmate Telephones, Video Visitation, and Tablets. The Board of Supervisors approved the revenue agreement for these services on May 23, 2023. After the agreement was returned to ICS, it was determined that the date spans listed in Section VI: "Minimum Annual Guarantee" needed updating based on the agreement's effective date of June 1, 2023. This amendment changes the date span from the 15th of March to the 15th of June in Paragraph A, and the 1st of March to the 1st of June and the 28th of February to the 31st of May in Paragraph B. April 15th has also been changed to June 15th in Paragraph B.

Yolo County Counsel has reviewed the contract and amendment and has approved as to form. County Purchasing assisted with the RFP for inmate communications services and selection of a new vendor.

This is an amendment to a revenue contract and no County funds or Inmate Welfare Funds are being expended. The revenue received from commission paid by the vendor to the Yolo County Sheriff's Office is budgeted in the pending FY 2023-24 Inmate Welfare budget. The revenue received will assist in funding programs that benefit the education and welfare of the inmates incarcerated at the Yolo County detention facilities.
