Approve and authorize the Yolo County Procurement Manager, or designee, to sign State Agreement No. 23-30126 with California Department of Health Care Services (DHCS) in the amount of $36,675,000 for the period of July 1, 2023 through June 30, 2027 for the provision of Drug Medi-Cal Organized Delivery System (DMC-ODS) services. Recommended Action
- Approve and authorize the Yolo County Procurement Manager, or designee, to sign State Agreement No. 23-30126 (Att. A. Agreement) with California Department of Health Care Services (DHCS) in the amount of $36,675,000 for the period of July 1, 2023 through June 30, 2027 for the provision of Drug Medi-Cal Organized Delivery System (DMC-ODS) services;
- Approve and authorize the Procurement Manager, or designee, to sign Att. B. Contractor Certification Clauses and Att. C. CA Civil Rights Laws Attachment;
- Authorize the Yolo County Procurement Manager, or designee, to execute any financial or non-financial extensions or amendments of the Agreement, upon approval as to form by the County Counsel; and
- Authorize the Director of Health and Human Services Agency, or designee, to execute any fiscal and program reports required under this Agreement, including reports required under any extensions or amendments thereto.

Reason for Recommended Action/Background
In 2020 the County entered into State Agreement No. 20-10207 with the California Department of Health Care to receive funding for the Drug Medi-Cal Organized Delivery System (DMC-ODS) to support substance use disorder support services.
Under the DMC-ODS waiver, current Drug Medi-Cal eligible services continue alongside expanded services eligible to be billed to Drug Medi-Cal. These increased services are available to anyone eligible for Medi-Cal and include Residential Treatment, Intensive Outpatient Treatment, Withdrawal Management (Detoxification), Case Management, and Recovery Services. The system provides a coordinated entry for clients either through multiple in-person access points or a 1-800 screening number available 24/7. All providers within the system utilize the same screening tool, allowing for consistency and appropriate client placement based on medical necessity.
Approval of this Agreement will allow the funding for these vital services to continue.

No general funds are required by this action. The total amount of this action is $36,675,000 for the period of July 1, 2023 through June 30, 2027 with a yearly fiscal year amount of $9,168,750. The amount of $9,168,750 is included in the HHSA adopted budget for fiscal year 2023-24. The related funding will be included in the requested budget process for future fiscal years.
