Reason for Recommended Action/Background
Yolo County is mandated to provide effective and quality comprehensive medical services to detainees of the Yolo County Jail and Juvenile Detention Facility (Yolo Jail Facilities). On or about December 3, 2015, the Health and Human Services Agency (HHSA) in collaboration with the County Administrator’s Office (CAO), the County Probation Department (Probation) and the Sheriff’s Office (Sheriff), issued a request for proposal soliciting a provider of comprehensive medical services for the detainees in the Yolo Jail Facilities (“2015 Jail Medical RFP”).
Ultimately, the resulting agreement was awarded to California Forensic Medical Group, Inc. (CFMG) and thus on or about November 22, 2016, the County and CFMG entered into Agreement No. 16-194 (“Medical Services- Agreement No. 16-194”) for the provision of comprehensive medical services at the Yolo Jail Facilities, effective December 1, 2016.
On or about April 12, 2022 the County and CFMG amended the Agreement to add Medication Assisted Treatment (MAT) Services. MAT services include the use of FDA-approved medications, in combination with counseling and behavioral therapies, to treat substance use disorders as a medical disorder. The MAT program provides addiction treatment and recovery within correctional facilities. MAT also provides opioid addiction and other substance use disorders in more than 70 correctional facilities.
This eighth amendment adds funding in an amount of $598,704.90, utilizing $579,899.28 in County General Funds (CGF) and $18,805.62 in Medication Assisted Treatment (MAT), for FY 2023-24.
A formal solicitation via an RFP was released in FY 2022-23. HHSA believes it is the best interest of the County to extend this Agreement based on satisfactory service and to avoid the interruption of County business while final negotiations are to be completed for a new agreement to be awarded.

Competitive Bid Process/Vendor Performance
On December 3, 2015, the County issued a formal solicitation via the 2015 Jail Medical RFP soliciting comprehensive medical services for the inmates in Yolo County Jail and JDF. A review panel composed of representatives from HHSA, Probation, Sheriff, the County Administrator’s Office and an outside agency evaluated the proposals that were received in repose to the 2015 Jail Medical RFP. The proposal submitted by CFMG was adjudged the strongest out of all submissions and CFMG was awarded a contract.
HHSA, CAO, Probation, and Sheriff confirm CFMG has performed satisfactorily on the current agreement. Thus, pursuant to the authority provided to the Yolo County Procurement Manager as the Yolo County Purchasing Agent under the current Yolo County Procurement Policy, the Procurement Manager has determined that it is in the best interest of the County to extend this Agreement, based on satisfactory service and to avoid the interruption of County business. A formal solicitation for these services was released in FY 2022-23. Currently there is a targeted contract start date of October 1, 2023.
