Approve and authorize the Chair to sign State Agreement No. 23-10360 with California Department of Public Health in the amount of $1,182,688 for the period of October 1, 2023 through September 30, 2026 for the provision of CalFresh Healthy Living funding. (No general fund impact) (Sullivan)
Recommended Action
- Approve and authorize the Chair to sign State Agreement No. 23-10360 with California Department of Public Health (CDPH) in the amount of $1,182,688 for the period of October 1, 2023 through September 30, 2026 for the provision of CalFresh Healthy Living (CFHL) funding; and
- Approve and authorize the Yolo County Procurement Manager, or designee, to execute any non-financial extensions or amendments of the Agreement upon approval as to form by County Counsel.

Reason for Recommended Action/Background
Under CFHL, Yolo County Health and Human Services Agency (HHSA) provides nutrition education and obesity prevention (NEOP) services to Supplemental Nutrition Assistance Program-Education (SNAP-Ed), also known as CalFresh, eligible residents of Yolo County.
SNAP-Ed audience specifically includes SNAP participants and other low-income individuals who are part of a household with annual household income below 185 percent of the federal poverty level and are qualified to receive SNAP benefits or other means-tested Federal Assistance programs. It also includes individuals residing in communities with a significant (50 percent or greater) low-income population.
The focus of this program is health promotion and community change efforts to help the CFHL target audience establish healthy eating habits and a physically active lifestyle for primary prevention of obesity and resulting chronic diseases, such as heart disease, high blood pressure, diabetes, arthritis etc. The CFHL offers a comprehensive public health approach that enables partners to work together to prevent obesity and serve the County’s low-income families.
HHSA will be conducting NEOP activities in three main service areas to reach the SNAP eligible population: Food Banks/Food Distribution sites, elementary schools in Woodland and West Sacramento, and in partnership with CommuniCare clinics. Activities include education of adults and children, institutional policies to support access to healthy foods and beverages, and environmental changes in schools to improve availability of healthy foods and produce throughout the school year.
The Board has previously approved HHSA to accept funding for the CFHL program, with the most recent agreement approved September 24, 2019 for the period of October 1, 2019 through September 30, 2022 in the amount of $850,197. On August 30, 2022 the Board approved an amendment to that agreement to extend the term date through September 30, 2023 and add $283,399 for a new contract maximum of $1,133,596.
The importance of continuing the CFHL program to educate Yolo County residents about healthy eating habits and having a physical, active lifestyle cannot be emphasized more, considering continuous growth in obesity rates across all age groups of the population. With approval of this agreement, HHSA will get required funding for uninterrupted promotional activities under the CFHL.
